OLD BUSINESS A. PZ-46-03, AM Pinnacle Holding Co, 321 E. Rand Road 2nd reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE OF MOUNT PROSPECT FOR PROPERTY LOCATED AT 321 EAST RAND ROAD The petitioner is requesting the rezoning of property from R-1 (Single Family) to R-2 (Attached Single Family), to allow the construction of a 4-unit townhouse development. The Planning and Zoning Commission has recommended approval of the rezoning of this property by a vote of 7-0. (Exhibit A) B. 2nd reading of AN ORDINANCE AMENDING CHAPTER. 23 (OFFENSES AND MISCELLANEOUS REGULATIONS), ARTICLE XXI, OF THE MOUNT PROSPECT VILLAGE CODE This ordinance outlines policy, procedures, and penalties for the collection of abandoned shopping carts. (Staff has requested deferral of this item until February 3, 2004). c. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance reduces the speed limit from 30 mph to 25 mph on We-Go Trail between Lincoln Street and Shabonee Trail. The Safety Commission has recommended the reduced speed restriction by a vote of 6-3. (Exhibit B) The following improvements to We-Go Trail, between Lincoln Street and Shabonee Trail, were also recommended by the Safety Commission and are presented for the Village Board's consideration and concurrence: . construct a 24' wide asphalt pavement . install curb and gutter on the west side of the street . not install sidewalk on the west side of the street . allow parking on both sides of the street XI. NEW BUSINESS A. * A RESOLUTION AMENDING RESOLUTION NO. 30-00 SUPPORTING THE CREATION OF THE FIRST-TIME HOME BUYER'S ASSISTANCE PROGRAM This resolution will allow applicants to borrow from lending institutions of their choice, rather than Bank One exclusively, as was required when the Homebuyer's Assistance Program was established in 2000. (Exhibit C) B. 1 sl reading of AN ORDINANCE AMENDING CHAPTER 11 AND CHAPTER 23 OF THE MOUNT PROSPECT VILLAGE CODE This ordinance amends Chapter 11 by deleting information regarding local licensing of massage therapists, as the State of Illinois now regulates licensing; the ordinance adds remaining information, relative to massage therapists, to Chapter 23. (Exhibit D) C. * A RESOLUTION FOR IMPROVEMENT BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE This resolution designates $1,195,000 from Motor Fuel Tax (MFT) funds for street resurfacing for the year 2004. (Exhibit E) D. * A RESOLUTION FOR MAINTENANCE OF STREETS AND HIGHWAYS BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE This resolution designates $933,820 from Motor Fuel tax (MFT) funds for roadway maintenance for the year 2004. (Exhibit F) VILLAGE MANAGER'S REPORT A. Status Report ANY OTHER BUSINESS CLOSED SESSION PERSONNEL 51LCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity.
