CWC Minutes 08/10/2013 MINUTES VILLAGE OF MOUNT PROSPECT COFFEE WITH COUNCIL SATURDAY, AUGUST 10, 2013 Community Center st 1 Floor Village Hall The meeting convened at 9:00 a.m. with Mayor Juracek, Trustee Polit and Trustee Rogers, and Trustee Hoefert present. Village Manager Janonis and Police Chief Semkiu represented staff. Residents in Attendance Ken Koeppen S. Linneman Road John Elenberger S. Redwood Drive Jim Chylik Locust Street Louis Goodman N. Eastwood Avenue Louis Bowers Boxwood Drive David Schein Na Wa Ta Avenue Barbara Van Arsdale Can Dota Avenue Mayor Juracek welcomed everyone and announced the 3-Day Walk for the Cure was going on in Mount Prospect this weekend. This was in reference to the 3-Day Susan G. Komen Walk for the Cure. Ken Koeppen, S. Linneman Mr. Koeppen mentioned a recent incident in the news where a car ended up in a retention pond and inquired if everyone knew the five steps to take if this should happen. This was in reference to a news article regarding the recent Arlington Heights call to NWCDS. Mr. Koeppen was advised that Northwest Central Dispatch Services (NWCDS) has a scenario of procedures in place for such an emergency. Mr. Koeppen’s next concern was with the area on his street two doors north of his home where one side of the street is much higher ever since they repaired the broken water main and the street settled. There was a brief discussion and staff made a note to have someone come out to inspect the road. John Elenberger, S. Redwood Drive Mr. Elenberger inquired about the 93 year-old who was recently a victim of a purse snatching. Chief Semkiu indicated she was doing well. Mr. Elenberger also asked if anyone responded to the Millers regarding the flooding in their cul-de-sac and the Village Manager advised him that he spent time with them after the last meeting. Mr. Elenberger complimented Public Works and Sean Dorsey for the great job they did when they promptly responded to his call regarding a state worker lying on the grass next to his truck. They quickly found out the state worker was fine. Mr. Elenberger’s last inquiry was regarding the Village Board process for finalizing improvements. Mr. Elenberger asked if before the Village Board finalizes an improvement, do they go out to look at the site and what is the procedure for an appeal process. Trustee Hoefert advised they go out before, during and after the approval. Mr. Elenberger was advised by staff the process to appeal starts by going to Village Board meetings and addressing the Board during the Citizens to be Heard portion of the meeting to begin the process. Jim Chylik, Locust Street Mr. Chylik stated his neighbors are very concerned with a home at 1812 Locust which has several men living there and they believe they are running a taxi business since cars come and go at all times. Mr. Chylik suggested to the neighbors that they call the Village. Staff advised there is no regulation for coming and going from the house and there are court cases regarding the number of people living in the house which is determined by square footage. Chief Semkiu said this has been an ongoing issue and Coffee with Council Minutes Page 1 of 2 08/10/2013 Commander Smith is aware of it and has been monitoring the situation. Mr. Chylik also asked when the Village would be removing and chopping up the tree stumps by his home and staff informed him this is usually done in late fall or early spring. Louis Goodman, N. School Street Mr. Goodman mentioned a Journal & Topics Newspaper editorial which addressed an interview with the Village Manager regarding the levee gap issue. Mr. Janonis stated the intent of his response to the Journal reporter was to protect the Village and its interest. Mr. Goodman inquired as to when the large gap in the levee would be filled in. He was advised the gap would be filled in following the completion of the compensatory storage project. Mr. Goodman’s last concern was regarding the pickup of tree limbs after a storm. Two weeks ago he contacted Public Works for a pickup and they told him there would be no special pickup, but later he saw a truck come out for his neighbors branches. Mayor Juracek said this is a special pickup and Mr. Janonis advised him that after calls are received, they place a call for workers and this could take awhile. Trustee Polit said he needs to call the Village if he has any future concerns. Jerry Boldt, N. School Street Mr. Boldt commended Homer Tree Service for cutting the tree in his parkway, as they were very professional and courteous. Mr. Boldt is concerned about a Cadillac parking 2 ft. across the sidewalk and hanging 1 ft. into the street at 223 N. Maple forcing people to go around the car in the street. Chief Semkiu will speak to the shift commander regarding this issue. Carol Tortorello, S. Elmhurst Avenue Carol Tortorello complimented Homer Tree Service for how quickly they took down the tree at Elmhurst th and Milburn. Ms. Tortorello reminded everyone the tree lighting is scheduled for November 27 and requested a star for the top of this year’s tree. This is a request she has made at several previous “Coffee with Council” meetings. Barbara Van Arsdale, Can Dota Avenue Ms. Van Arsdale asked if there was any news on Starbucks and the Village Manager said nothing was definite. Walter Szymczak, N. Eastwood Mr. Szymczak had no issues to discuss. Pat Szymczak, N. Eastwood Ms. Szymczak said she was hoping Starbucks would take over the Caribou location. Staff said nothing is definite and there was a general discussion of several business possibilities for downtown. Louis Bowers, Boxwood Drive Mr. Bowers inquired about Sunrise Restaurant closing down and staff informed him that the Village did not shut it down. He also asked who to contact regarding the recycling cans not being placed back on the parkway. Mr. Janonis told him to call Public Works. David Schein, Na Wa Ta Avenue Mr. Schein said “he just wanted to brighten everyone’s day” and showed them the Schein Horse Ranch t- shirt he was proudly wearing.
