OLD BUSINESS A. PZ-43-03, 709 N. Main Street, Auto repair business 2nd reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 709 NORTH MAIN STREET This ordinance grants a Conditional Use permit to allow an automobile repair business. The Planning and Zoning Commission has recommended approval, with certain conditions, by a vote of 4-0. PZ-45-03, 1500 West Central Road, Melas Park 2nd reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT AND VARIATION FOR PROPERTY LOCATED AT 1500 WEST CENTRAL ROAD The proposed ordinance grants a Conditional Use permit to allow a lighted soccer field, and a Variation for light poles exceeding the height allowed by Code. The Planning and Zoning Commission has recommended approval by a vote of 4-0. PZ-27-03, 999 N. Elmhurst Road, Jewel Express, Randhurst Shopping Center 2nd reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT TO AMEND A PLANNED UNIT DEVELOPMENT FOR PROPERTY LOCATED AT 999 NORTH ELMHURST ROAD This ordinance amends Ordinance No. 3604 (2/4/86), to allow the construction of a gas station and convenience center. The Planning and Zoning Commission has recommended approval, with certain conditions, by a vote of 4-0. NEW BUSINESS A. *A RESOLUTION AUTHORIZING PAYMENT TO THE MOUNT PROSPECT PUBLIC LIBRARY UNDER THE TERMS OFA GROUND LEASE AGREEMENT This resolution authorizes the annual lease payment of $1.00 to the Mount Prospect Library for property used for a parking structure. B. Safety 1. Commission recommendations: 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE The proposed ordinance will lower the speed limit along Euclid Avenue between Wheeling Road and Wolf Road from 45 mph to 40 mph. The Safety Commission has recommended approval by a vote of 7-0. 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE Staff has proposed this ordinance to prohibit parking at all times on Milburn Avenue between Main Street and Elmhurst Avenue. 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance authorizes the installation of WELD signs for eastbound and westbound Lincoln Street at Albert Street. The Safety Commission has recommended approval by a vote of 9-0. (Exhibit I) (Exhibit J) (Exhibit K) (Exhibit L) 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance authorizes the installation of WELD signs for northbound and southbound Hi-Lusi Avenue at Milburn Avenue. The Safety Commission recommends approval by a vote of 9-0. Staff recommends the following ordinances to modify various parking restrictions along Wille Street between Central Road and Northwest Highway: 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance deletes current 'four-hour parking' and 'no parking any time' restrictions. 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance authorizes two-hour parking restrictions on the east and west sides of sections of Wille Street, south of Central Road. 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance authorizes four-hour parking on a section of the west side of Wille Street, south of Central Road. 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance prohibits parking on portions of the east and west sides of Wille Street, between Central Road and Northwest Highway. *A RESOLUTION AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BETVVEEN THE VILLAGE OF MOUNT PROSPECT AND THE COUNCIL OF GOVERNMENT TO SHARE LITIGATION EXPENSES This agreement provides for cost sharing of litigation expenses associated with a challenge to the constitutionality of the collection of an infrastructure maintenance fee. *A RESOLUTION FROM THE VILLAGE OF MOUNT PROSPECT APPROVING FINANCIAL PARTICIPATION IN THE LOCAL PLANNING EFFORT FOR THE PHASE I METRA STAR LINE This resolution commits Mount Prospect to contribute up to $20,000 to joint study efforts related to planning and implementation of the STAR Line Transit System. (Exhibit T) XlI. VILLAGE MANAGER'S REPORT A. Bid Results: 1. Furniture purchase, design, and installation services for new village hall (Henricksen & Company, not to exceed $618,188.19). Request for Board approval to purchase property and casualty insurance for 2004: 1. Property, boiler, and excess workers compensation insurance from Arthur J. Gallagher and Co., with premiums and broker's fees totaling $139,220; Liability insurance from Marsh USA, Inc. with premiums and commissions totaling $221,800. *Request for Board approval to waive the bid process and purchase specialized petrochemical firefighting equipment from National Foam Equipment (not to exceed $20,739.82), and from Williams Fire and Hazard Control (not to exceed $21,455.00); both vendors are sole source manufacturers of the equipment.
