JANONIS DEPUTY DIRECTOR OF PUBLIC WORKS OCTOBER 2, 2003 SUB J: 2003 SEWER REHABILITATION CURED-IN-PLACE PIPE (CIPP)~ BID RECOMMENDATION IN THE AMOUNT OF $319,244 Background The current 2003 budget contains funding for sanitary sewer rehabilitation utilizing the cured-in-place pipe method. This year, staff has identified several sewer segments that are eligible for repair utilizing this method. The cured-in-place pipe technique has been utilized extensively throughout the Village sewer system since the early 1980s. It involves inserting a felt tube, saturated with resin, into a sewer pipe and allowing it to cure for a period of six (6) hours. The curing process is conducted under pressurized conditions utilizing super-heated water. The process requires no excavation, minimizes service interruptions, and results ina virtually seamless, structurally sound, pipe within a pipe. Over the years, CIPP rehabilitation has become an integral part of our sewer system maintenance program. Areas that have been rehabilitated decades ago using this process are still exhibiting peak hydraulic performance and strength. The areas selected for CIPP rehabilitation are based on considerations such as the area served by the sewer segment, overall pipe segment conditions, and the frequency of seWer surcharge incidents. Bid Results At 10:00 AM on Tuesday, September 16, 2003, sealed bids were received from three (3) of four (4) CIPP rehabilitation contractors who were invited to bid. All bids were publicly opened and read aloud at that time and a public notice was placed in a local newspaper as required by Village purchasing policies. Two (2) of the three (3) bids were from Page 2 of 3 2003 Sewer Rehabilitation Cured-In-Place Pipe (CIPP) Bid Recommendation October 2, 2003 vendors who had previously performed this type of work for the VilIage. The results are listed below: BIDDER INSITUFORM I VtSU-SEWER I GEORGE KENNEDY Totals: $319,244 $334,755 $447,505 Discussion This year's rehabilitation program consists of 7,536 lineal feet of 8, 10, 12, 15, and 24 inch vitrified clay pipe (VCP) and concrete sewer pipe in five (5) separate areas. These areas are situated throughout the Village. The table below, and the attached map, denote the proposed project areas: MAP SITE LENGTH PIPE TYPE REF 1 North Main (500 block) 620 LF 12" dia. VCP 5 Cherrywood Drive (1100 block) 806 LF 8" dia. VCP 7,536 LF Closed circuit television inspection has revealed that these areas have significant structural defects and potential flow restrictions. Additionally, staff feeis it is an opportune time to effect repairs to the sewers along south Emerson Street near the new Village Hall and Parking Deck project prior culmination of construction activities and reconstruction of the roadway surfaces. The' use of CIPP rehabilitation will greatly prolong the life of these sewers and significantly reduce the potential for pipe failure. Recommendation I recommend accepting the lowest qualified bid of $319,244 as submitted by Insituform Technologies of Lemont, Illinois.
