Representing staff was Assistant Village Manager David Strahl and Finance Director David Erb. Ken Koeppen Linneman Road Jim Chylik Locust Lane Lewis Goodman School Street Jerry Boldt School Street Ken Greenfield See Gwun Avenue Steve and Barb Van Arsdale Can Dota Avenue Jan Kent Briarwood Drive Teri Markovits Briarwood Drive Carol Tortorello Elmhurst Avenue Chris Gruthusen Crabtree Lane Tom Manion Edward Street Steve Kurka I Oka Avenue Mal Holec Quince Lane John Dunn Owen Street Mayor Pro-Tem Hoefert opened the meeting with general remarks and asked for introductions from Trustees and staff in attendance. Mayor Pro-Tem Hoefert then moved to the resident portion of the meeting. Ken, Koeppen Mr. Koeppen did not have anything to bring to the group and was only in attendance to observe. Jim Chylik, Locust Mr. Chylik revisited a parking issue brought before Coffee with Council at an earlier meeting involving a residence located on Locust Lane. He noted multiple vehicles with out-of-state license plates located at residence in question. No parking violations were observed by Mr. Chylik, but wanted to bring this to the attention to the Board. Staff noted comments and general discussion followed. Lewis Goodman, School Mr. Goodman was interested in learning what the population of the village was at this time. His concern was whether the falling population had to do with people leaving the community (for good or bad reason) or from smaller size households. Information on change in population figures from 2000 and 2010 census were provided. The general trend was to smaller households. General discussion followed. Jerry Boldt, School Street Mr. Boldt brought to the attention of the Trustees parking issues along the 900 block of See Gwun. Mr. Boldt also noted parking issues at 223 N. Maple (parking extending into street). Staff explained procedure for dealing with parking violations and how repeat offenders were dealt. While Village Code permits the booting of a vehicle as an option, it is rarely used. Staff will look into the parking situation at this residence on Maple. Ken Greenfield, See Gwun Mr. Greenfield had a question related to code enforcement of parking restrictions. Mr. Greenfield also asked about the status of the building located at Central/Elmhurst (Central Plaza). Staff noted comments and general discussion followed. Steve and Barb VanArsdale, Candota Mr. VanArsdale asked about plans for the former Borders building at Randhurst. He also had questions on improving the traffic flow through the Randhurst Village area. Staff acknowledged that the traffic flow question had come up previously and that stated that efforts were in place to correct the situation. General discussion on the plans for the Borders building also took place. Jan Kent, Briarwood Ms. Kent inquired about annexation issues at the south end of the village bordering the tollway. Ms. Kent wanted to know who the residents should contact with questions. Staff provided comments and general discussion followed. Teri Markovits, Briarwood Ms Markovits also had questions about annexation plans for the south end of town. General discussion on this item occurred with the question from Ms. Kent. Carol Tortorello, Elmhurst Avenue Ms. Tortorello questioned the decoration of the Village Christmas tree. She suggested that a star be place on tree in future years. General discussion followed. Chris Gruthusen, Crabtree Lane Mr. Gruthusen lives in an area of the Village not serviced by Village water. Mr. Gruthusen asked why the village had not taken ownership of the Illinois American Water system. It was explained to him that the village did pose the referendum question on two separate occasions. The referendum question failed each time. Mr. Gruthusen also had questions regarding traffic control and placement of stop signs. He stated it was more an issue of drivers not following rules of the road. Mr. Gruthusen asked if the village could do some selective enforcement at this area. Mr. Gruthusen did not know the corner where this activity was taking place, but would follow up with Mr. Strahl. General discussion followed. Tom Manion, Edward Mr. Manion inquired about the home located at the corner of Mount Prospect Road and Central. Trustees and staff provided the long history on this property and the various difficulties encountered with building and selling the home. Steve Kurka, Ioka Mr. Kurka was in attendance to introduce self and stated he was running for Commissioner of the Mount Prospect Park Board. Mr. Kurka had not been to any previous Coffee with Council meetings and was interested in learning how the meeting was conducted. Mal Holec, Quince Lane Mr. Holec wanted to get an update on the Finance Commission recommendation for increasing the annual vehicle sticker fee. Mr. Holec also asked about the 0.25% increase in home-rule sales tax rate. It was explained to Mr. Holec that there were no plans to increase the vehicle sticker fee at this time. Mr. Holec was also informed that the newspaper article announcing the increase to the home rule sales tax rate was not accurate. There are no plans to increase the home rule sales tax rate. Funds needed to pay for flood control projects were to come from existing revenue sources. John Dunn, Owen Mr. Dunn asked about a tree stump located in front of 318 S Owen. He questioned why ? Staff explained the process for removing diseased/dead trees and removal of stumps and that stump removal would commence again in the Spring. General discussion followed Mayor Pro Tem Hoefert asked if there was any further business for the good of the Village.
