ORDINANCE NO. 3064
AN ORDINANCE ESTABLISHING PROCEDURES
FOR THE PURCHASE OR LEASE OF REAL ESTATE
~';TH*~, Section 6 (a) of Article VII of the Constitution of
th~ State of Illinois (!970) provides that any municipality which
ha a population of more than 25,000 is a Home Rule Unit and as
may exercise any power and perform any function pertaining
to government and affairs; and
WHt , the Village of Mount Prospect, with a population in
ex( ~ss of 25,000,is a Home Rule Unit; and
WHt , the purchase or lease of real property by the Village
of ~unt Prospect pertains to the government and affairs of the
Vi: !age of Mount Prospect; and
WHiREAS, the President and. Board of Trustees of the Village find
th t it would be in the best interest of the Village to establish
pr cedures for the purchase or lease of real property by the
Vi lage;
, THEREFORE, BE IT ORDAINED by the President and Board of Trust
the Village of Mount Prospect, Cook County, Illinois as follows
TION ONE: The President and Board of Trustees of the Village
Mount Prospect shall authorize the purchase cf any real propert
the Village of Mount Prospect by adopting an ordinance providin

the name(s) of the owner(s) of the property;
the legal description of the property;

the purchase or rental price of the propgrty;
a finding by the President and Board of
Trustees of the Village that the purchase
or rental price to be paid for the property
is fair, reasonable and just;
a finding by the'President and Board of
Trustees of the Village that the purchase
or lease of the property by the Village
of Mount Prospect is in the public interest
of %he Village and a statement of the purpose
to which the Village intends to put the
property;
the real estate contract for the purchase
of the property or the lease for the
rental of the property which shall be
set forth in the ordinance or attached
thereto and incorporated therein by
reference.
The Ordinance authorizing the purchase or lease of

CTION THREE: The Ordinance authorizing the purchase or lease
f real property by the Village of Mount Prospect shall be pub-
ished twice within 30 days after its passage in one or more new:
apers published in the Village of Mount Prospect, or, if no
ewspaper is published in the Village of Mount Prospect~ then in
ne or more newspapers with a general circulation within the
i!!age of Mount Prospect. There shall be an interval of at
east two days between the dates of the two required pub!icati,
ECTiON FOUR: The Ordinance authorizing the purchase or lease
f rea! property by the Village of Mount Prospect shall not
~ecome effective until !0 days after its second publication.
ECT~ON FIVE: This Ordinance No. 3064 shall be in f~ll force
nd effect after its passage, approval and publication in the
~anner provided by law.
