PROCLAMATION: "SCHOOL'S OPEN SAFETY WEEK, August 25-29, 2003 1st reading of AN ORDINANCE AMENDING CHAPTER13 (ALCOHOLIC LIQUORS) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance increases the number of Class "MH "(Motel/hotel beer and wine only) liquor licenses by one for Country Inn and Suites, 2200 South Elmhurst Road. OLD BUSINESS A. '~2nd reading of AN ORDINANCE AMENDING CHAPTER 25 (THE VILLAGE CODE) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance places liability of unpaid debts to the Village on both the tenant and the landlord when a renter has moved from the premises. PZ 18-03, 420 N. Fairview Avenue, Residence 2nd reading of AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED AT 420 NORTH FAIRVIEW This ordinance grants a variation for the construction of a patio in the exterior side yard setback. The Planning and Zoning Commission has recommended approval by a vote of 4-0. PZ 16-03, 501db Drive, Niagara Educational Services 2nd reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 501 db DRIVE This ordinance grants a Conditional Use permit to allow the construction of a community center. The Planning and Zoning Commission has recommended approval by a vote of 4-0. PZ 04-03, 300 E. Rand Road, New Asia Foundation 1. 2nd reading of AN ORDINANCE AMENDING THE OFFICAL ZONING MAP WITH RESPECT TO THE ZONING OF CERTAIN PROPERY FROM B-4 TO B-3 FOR PROPERTY COMMONLY KNOWN AS 300 EAST RAND ROAD This ordinance rezones the subject property from B-4 (Business Retail & Service) to B-3 (Community Shopping) District, located on the north side of Rand Road, between Route 83 and Windsor Drive. The Planning and Zoning Commission has recommend approval by a vote of 4-0. 2nd reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 300 EAST RAND ROAD This ordinance grants a Conditional Use permit to operate a community center. The Planning and Zoning Commission has recommended approval by a vote of 4-0. A RESOLUTION APPROVING A FINAL PLAT OF CONSOLIDATION FOR PROPERTY LOCATED AT 300 EAST RAND ROAD This resolution allows the consolidation of four lots of record. PZ-26-03, 109 N. Forest Avenue, Residence 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 109 NORTH FOREST AVENUE This ordinance grants a Conditional Use permit to allow for an unenclosed porch to encroach into the front set back. The Planning and Zoning Commission has recommended approval by a vote of 7-0. (Exhibit H) PZ-24-03, Randhurst Shopping Center, COSTCO 1. 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR A PLANNED UNIT DEVELOPMENT AND VARIATIONS AT 999 NORTH ELMHURST ROAD (RANDHURST) This ordinance grants an amendment to the Planned Unit Development (PUD) for Randhurst Shopping Center, which requires a Conditional Use permit, and variations for vehicle display, lighting, and building height. The Planning and Zoning Commission has recommended approval by a vote of 7-0. (Exhibit I) A RESOLUTION AMENDING RESOLUTION NO. 64-01 AUTHORIZING THE EXECUTION OF A REDEVELOPMENT AND ECONOMIC INCENTIVE AGREEMENT BETVVEEN THE VILLAGE OF MOUNT PROSPECT AND ROUSE- RANDHURST SHOPPING CENTER, INC. (COSTCO) This resolution authorizes an extension of the Development and Economic Incentive Agreement previously approved (12/18/01) to allow the operation of a COSTCO wholesale store at 999 N. Elmhurst Road. (Exhibit J) PZ-24-03, 999 N. Elmhurst Road, Randhurst Shopping Center 1st reading of AN ORDINANCE GRANTING RELIEF FROM CHAPTER 7 (SIGN REGULATIONS) OF THE VILLAGE CODE OF MOUNTPROSPECT FOR PROPERTY LOCATED AT 999 NORTH ELMHURST ROAD (RANDHURST) This ordinance grants relief from sign regulations, zoning regulations, and permits the creation of signage criteria for the Randhurst Shopping Center. The Planning and Zoning Commission had recommended approval by a vote of 7-0. (Exhibit K) 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends No Parking lOam-l lam and 1pm- 2pm School days for various streets surrounding Prospect High School. The Safety Commission has recommended approval by a vote of 5-0. (Exhibit L) 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends No Stopping, Standing, Parking 8am-4pm School days for the east side of Fairview Avenue from Memory Lane to Gregory Street. It also deletes "No Stopping, Standing Parking, 8 am- 4pm School Days" for the east side of Fairview Avenue from Gregory Street to a point 300 feet north. The Safety Commission has recommended approval by a vote of 5-0. (Exhibit M) 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance adds a YIELD Sign for northbound and southbound Pine Street at Memory Lane. The Safety Commission has recommended approval by a vote of 5-0. (Exhibit N) 1st reading of AN ORDINANCE AMENDING CHAPTER 1 (VILLAGE PRESIDENT) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance outlines the criteria and procedures for electing a successor to the Mayor if he/she is unable to fulfill the duties of the office.
