"TEDDY BEAR WALK WEEK"
NOVEMBER 25 — DECEMBER 1, 2012
WHEREAS, in 1980 the annual Teddy Bear Walk was started by the
Mount Prospect Public Library, Mount Prospect State Bank, and
downtown merchants to provide a holiday tradition for the children of
Mount Prospect; and
WHEREAS, Mount Prospect Public Library continues the program
"Give the Gift of Reading." From November 12 through December 9,
the Library will be collecting new or like -new unwrapped books, in
English and Spanish, for local children in need, age six and under; and
WHEREAS, December 1, 2012 marks the 32 anniversary of this
annual event; and
WHEREAS, the event will be celebrated with songs, stories, and a
parade; and
WHEREAS, the event will end with Ted E. Bear leading a parade of
families and bears in the annual Teddy Bear Walk; and
WHEREAS, the Village of Mount Prospect recognizes this popular
community event.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount
Prospect, do hereby proclaim November 25 through December 1, 2012
as
"MOUNT PROSPECT TEDDY BEAR WALK WEEK, "
and on behalf of the Village I thank everyone who has contributed to
making the Teddy Bear Walk a favorite holiday tradition for the families
of Mount Prospect.

REQUEST FOR A NEW CLASS "F3" LIQUOR LICENSE
On Thursday November 1, 2012 the Village Manager met with owners Chris DiFranco and wife
Rosalia DiFranco regarding their request to assume ownership of the above referenced
establishment. The Class "F -3" designation provides for full service liquor both in a restaurant
and lounge setting. Purchase of the business is contingent upon approval of the license.
The DiFranco's indicate they have previous restaurant experience through family ownership of
restaurants in and around Chicago and they currently own Pizzeria's in Elmhurst and Buffalo
Grove with liquor licenses. With regard to the operation of the establishment, the applicants plan
no substantive changes other than upgrading of the menu to a Southern Italian style cuisine.
The business will continue to operate under the name Canta Napoli. Lunch and dinner will
continue to be served Tuesday through Sunday and hours of operation will remain the same.
Mr. DiFranco and his wife intend to make this venture their full -time endeavor and will be on the
site as the management team.
The Village Manager discussed at length with the DiFranco's the Village's particular sensitivity
to the sale of alcohol to minors and over service to clearly intoxicated individuals. The Village
Manager also indicated that the applicants were responsible for the actions of all employees
and managers. Mr. Janonis covered the Village's Fight Ordinance requirements. They indicated
they had read the Village's rules and regulations in this regard and understood all of the
Village's requirements.
A completed application along with fees and required documents have been submitted. The
owners have submitted to fingerprinting and background checks. If the Village Board considers
this application favorably, an Ordinance creating a new Class "F -3" liquor license should be
adopted.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended increasing the number of Class "F -3" Liquor Licenses by One (1) CANTA
NAPOLI RISTORANTE INC. d /b /a CANTA NAPOLI 90 E. BUSSE Said list is as follows:
