MAYOR'S REPORT A. 1st reading of AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance increases the number of Class "R" (Restaurant only) liquor licenses by one for Burrito Express, Two West Busse Avenue. The liquor license is issued with restrictions (Beer, wine, and Margaritas only). OLD BUSINESS A. 2® reading of AN ORDINANCE AMENDING APPENDIX A - DIVISION II (FEES, RATES, & TAXES) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Section 8.1102 (Imposition of Tax) by increasing the home rule sales tax by 0.25% for tangible personal property. 2® reading of AN ORDINANCE AMENDING APPENDIX A - DIVISION II OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Section 8.1202 (Imposition of Tax) by increasing the home rule sales tax by 0.25% for sales of service. 2® reading of AN ORDINANCE AMENDING APPENDIX A - DIVISION II OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Section 8.1502 (Telecommunications Tax) by increasing the telecommunications tax by 1.75%. 2® reading of AN ORDINANCE AMENDING CHAPTER 8 (VILLAGE GOVERNMENT MISCELLANEOUS PROVISIONS) AND APPENDIX A - DIVISION II OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Section 8.1601 (Gross Receipts Tax Imposed) by deleting language which defines a specific effective dates for utility tax rates. Appendix A, Section 8.1601 is amended by deleting language that defines the rate change date. 2® reading of AN ORDINANCE AMENDING CHAPTER 8 (VILLAGE GOVERNMENT MISCELLANEOUS PROVISIONS) AND APPENDIX A - DIVISION II OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Section 8.902 (Imposition of Tax) by deleting language which defines a specific effective date for the food and beverage tax. Appendix A, Section 8.902 is amended by deleting language that defines the rate change date. 2® reading of AN ORDINANCE AMENDING APPENDIX A - DIVISION II OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Section 17.103 (License Fees) by deleting the effective date for vehicle license rate changes. Appendix A, Section 17.105, is amended by deleting language that defines the rate change date. (Exhibit B) (Exhibit C) (Exhibit D) (Exhibit E) (Exhibit F) (Exhibit G) 2nd reading of AN ORDINANCE AMENDING CHAPTER 8 (GOVERNMENT & MISCELLANEOUS PROVISIONS) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Section 8.1807 (Expiration Date) by deleting the expiration date of the municipal motor fuel tax. ~2nd reading of AN ORDINANCE AMENDING CHAPTER 11 (MERCHANTS AND BUSINESSES) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Chapter 11 by authorizing the posting of a 'Notice of Closing' at businesses which are not current on their business license fees. ~2nd reading of AN ORDINANCE AMENDING CHAPTER 25 (THE VILLAGE CODE) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance places liability of unpaid debts to the Village on both the tenant and the landlord when a renter has moved from the premises. NEW BUSINESS A. 1st reading of AN ORDINANCE AMENDING ORDINANCE NUMBER 5263 GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 208 NEILAVENUE This ordinance amends Ordinance No. 5263 by extending the Conditional Use Permit approved on July 16, 2002 by one year. PZ 18-03, 420 N. Fairview Avenue, Residence 1st reading of AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED AT 420 NORTH FAIRVIEW This ordinance grants a variation for the construction of a patio in the side yard setback. The Planning and Zoning Commission has recommended approval by a vote of 4-0. PZ 20-03, 402 N. Elm Street, Residence 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 402 NORTH ELM STREET This ordinance grants a Conditional Use permit for an unenclosed, covered porch to encroach into the front setback. The Planning and Zoning Commission has recommended approval by a vote of 4-0. PZ 23-03, 1302 Dogwood Lane, Residence 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT AND A VARIATION FOR PROPERTY LOCATED AT 1302 DOGWOOD LANE This ordinance grants a Conditional Use permit for an unenclosed front porch. and a variation to add to the attached garage. The Planning and Zoning Commission has recommended approval by a vote of 4-0. PZ 19-03, Metrodocs, S.C., Text Amendment 1st reading of AN ORDINANCE AMENDING CHAPTER 14 (ZONING) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance would amend Chapter 14 of the Village code to allow "Office, business and professional" in the I-1 Zoning District. The Planning and Zoning Commission has recommended approval by a vote of 4-0. (Exhibit K) (Exhibit L) (Exhibit M) (Exhibit N) (Exhibit O) PZ 16-03, 501db Drive, Niagara Educational Services 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 501 db DRIVE This ordinance grants a Conditional Use permit to allow the construction of a community center. The Planning and Zoning Commission has recommended approval by a vote of 4-0. PZ 04-03, 300 E. Rand Road, New Asia Foundation 1. 1st reading of AN ORDINANCE AMENDING THE OFFICAL ZONING MAP WITH RESPECT TO THE ZONING OF CERTAIN PROPERY FROM B-4 TO B-3 FOR PROPERTY COMMONLY KNOWN AS 300 EAST RAND ROAD This ordinance rezones the subject property from B-4 (Business Retail & Service) to B-3 (Community Shopping) District, located on the north side of Rand Road, between Route 83 and Windsor Drive. The Planning and Zoning Commission has recommend approval by a vote of 4-0. 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 300 EAST RAND ROAD This ordinance grants a Conditional Use permit to operate a community center.
