CALL TO ORDER — ROLL CALL The meeting was called to order at 7:04 p.m. in the Village Board Room of the Village Hall, 50 South Emerson Street, Mount Prospect, Illimois by Mayor Irvana Wilks. Trustees present included Paul Hoefert, John Korn, Arlene Juracek, John Matuszak, Steven Polit and Michael Zadel. Staff present included Assistant Village Manager David Strahl, Community Development Director William Cooney and Neighborhood Planner Janet Saewert. II. APPROVAL OF COMMITTEE OF THE WHOLE MINUTES FOR SEPTEMBER 25, 2012 Motion made by Trustee Hoefert seconded by Trustee Korn. Minutes were approved. III. CITIZENS TO BE HEARD None. Mayor Wilks acknowledged Boy Scout Troop 65 and 138 in the audience. IV. HOME FOR A CHANGING REGION Community Development Director Bill Cooney provided an overview of the Northwest Housing Collaborative which was funded through grant funds. He stated the housing policy guide document is the projected end product for the process. He is requesting Village Board input on the proposed recommendations from the collaborative this evening. Jonathon Burch of CMAP spoke. He stated that he appeared before the Village Board in May and conducted a community open house on June 12. He stated the process is currently at step four, whereby the municipal recommendations are presented for input from the elected officials and then the plan is reviewed in November /December with the completion date slated for January or February of next year. He stated the discussion this evening is to confirm the draft recommendations that are highlighted in the report. He also wanted to make sure that the Village Board understood that these recommendations carried no weight in terms of limiting future decision - making. He highlighted the report projections of housing units in population growth as it relates to housing capacity within the Village. He also highlighted the housing demand based on income and age groups. Report recommendations include the following items: 1) Recommendation to map and monitor foreclosures. 2) Create a registration program for foreclosed structures in order to monitor foreclosures within multifamily complexes. 3) Track data trends and hear concerns and issues as to what is leading to foreclosures. 4) Develop signals that would be considered benchmarks to monitor what would signal a potential property in trouble and work with the collaborative to develop intervention strategies. 5) Require inspection of all rental housing units. 6) Continue and expand the online mechanism for residents to file complaints or identify unlicensed rental units. Committee of the Whole Page 1 of 2 10/09/12 7) Partner with the collaborative for improved landlord education through the crime free multifamily program. 8) Ensure consistent data - gathering. 9) Consider exploration of annexation opportunities on the south side of Mount Prospect to create mixed use modes of housing and coordinate the Algonquin Road development opportunities with Arlington Heights and Rolling Meadows. 10) Consider sharing services with the communities and encourage units allowing senior citizens to age in place. 11) Look for opportunities for owner and renter occupied housing for households earning less than $50,000 a year. 12) Identify opportunities for senior housing and increase the walk - ability around senior housing areas. General comments from the Village Board members included the following items: • There was discussion regarding the option to expand the internal inspections for multifamily homes. • There was also a discussion were individual residents might be living in a build out community uniquely designed for their needs. • It was also discussed that municipal foreclosures efforts can take place through the recommendations from the collaborative. • There was extensive discussion regarding senior housing within the community and the ability for seniors to age in place. • It was noted that real estate taxes have a significant impact on income of senior citizens which is a limiting factor for senior housing. Mr. Burch stated that he will take the comments back from the Village Board and revise the draft recommendations based on this input and a draft summary will be provided for consideration by the Village Board in November /December before the report is finalized. V. MANAGER'S REPORT Assistant Village Manager David Strahl stated that Coffee with Council was October 13, from 9:00 a.m. to 11:00 a.m. in the Community Center of Village Hall. He also stated that the Fall Festival is the 13th from 1:00 p.m. to 4:00 p.m. with children's activities and Oktoberfest is from 4:00 p.m.to 11:00 p.m. VI. ANY OTHER BUSINESS None VII.
