Northwest Highway Mount Prospect, Illinois 50056 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES September 24, 2012 Public Safety Building Fire Department Conference Room Phone 847/870 -5556 Commissioner Skowron called the meeting to order at 5:12 p.m. and chaired the meeting until Chairman Busse's arrival. Roll Call: George Busse, Chairman (Arrived at 5:25 p.m.) Michaele Skowron, Commissioner James Powers, Commissioner Mark Busse, Commissioner Absent: Charles Bennett, Commissioner Also Present: Michael Semkiu, Chief of Police John Malcolm, Fire Chief APPROVAL OF MINUTES A motion was made by Commissioner Powers and seconded by Commissioner M. Busse to accept the minutes of the September 10, 2012, Open Meeting. Voice Vote: Ayes: M. Busse, Skowron, Powers Nays: None Abstain: None Motion Carried CITIZENS TO BE HEARD No one in attendance. POLICE DEPARTMENT UPDATE Chief Semkiu discussed the commission's 2013 budgeted expenditures for the testing process and the necessary police budget cuts for 2013. Based on the available pool of candidates remaining on the list with scores ranging from 80 to 96, the testing account was tentatively reduced by $20,000. After a brief discussion, it was determined this will require the Board to approve extending the eligibility list an additional year prior to the list's expiration date. The current expiration date is August 10, 2013. Chief Semkiu briefly reported on staffing, the status of probationary officers, and shared with the Board the squad car designs, which are being considered. Chief Semkiu also informed the Board that the Public Training Institute (PTI) has reopened, which provides the department with an additional option for training. FIRE DEPARTMENT UPDATE Fire Chief Malcolm asked if a commissioner would be available for the October 1 swearing -in of a new Firefighter and Commissioner Mark Busse advised he will be available. Chairman Busse arrived at 5:25 and took over the meeting. BOFPC Minutes 9/24/2012 Page 1 Chief Malcolm advised the Board that if the. Rules and Regulations are approved tonight, he will forward them to the Village Manager for approval at the next Village Board meeting. Once approved, by the Village Board he will begin the testing process for Firefighter /Paramedic. Chairman Busse stated that after the Rules and Regulations are approved, he would like to present the Annual Report to the Village Board. CLOSED SESSION A motion was made by Commissioner Skowron and seconded by Commissioner Powers to go into Closed Session under personnel 5 ILCS 120/2 (c)(1) at 5:35 p.m. and to approve Closed Session minutes of the September 10, 2012, meeting. Roll Call: Ayes: G. Busse, Skowron, Powers, M. Busse Nays: None Abstain: None Motion Carried The Board returned to open session at 5:46 p.m. with everyone in attendance from the prior session. DISUSSION AND APPROVAL OF AMENDMENTS TO THE BOARD OF FIRE & POLICE COMMISISONERS RULES AND REGULATIONS The Board reviewed and discussed the draft of the Rules and Regulations of the Board of Fire and Police Commissioners ( BOFPC) dated September 24, 2012, which included the changes from the September 10 meeting. The Board requested additional formatting changes, which will be completed tomorrow and forwarded to the BOFPC for approval by phone or e-mail. Once approved, the BOFPC Rules and Regulations will be forwarded to the Village Board for their approval. The Chairman asked for a motion contingent on the changes. A motion was made by Commissioner Skowron and seconded by Commissioner Powers to approve the BOFPC Rules and Regulations contingent upon the changes. Voice Vote: Ayes: G. Busse, Skowron, Powers, M. Busse Nays: None Abstain: None Motion Carried OTHER BUSINESS The Board discussed the Illinois Fire and Police Commissioners Conference, which is being held in St. Charles on November 2 -4, 2012. Chief Malcolm stated Commissioner Powers and Commissioner Bennett are up for reappointment In October. Chairman Busse will contact Commissioner Bennett regarding his reappointment and available schedule for the Village Board meeting. There was discussion regarding the November and December BOFPC meetings and the following dates were agreed upon: November 5, 2012 at 5:30 p.m. and December 3, 2012 at 5:30 p.m. With no further business, a motion was made by Commissioner Powers and seconded by Commissioner M. Busse to adjourn the meeting at 6:35 p.m. Voice Vote: Ayes: G. Busse, Skowron, Powers, M.
