JANONIS VEHICLE/EQUIPMENT SUPERINTENDENT JUNE 12, 2003 SUBURBAN PURCHASING COOPERATIVE FUEL BID CONTRACT - CONTRACT AMOUNT NOT TO EXCEED $125,450.00 FOR 2003 Background Last year, the Village accepted the Northwest Municipal Conference (NWMC)/Suburban Purchasing Cooperative (SPC) fuel contract extension with Texor Petroleum Company, Riverside, Illinois. The current contract extension was in effect until June 5, 2003. Bid Award On June 4, 2003, we were notified by the NWMC that the SPC fuel bid contract was awarded to the lowest qualified bidder Texor Petroleum Company, Riverside, Illinois. The cost of fuel per gallon will vary according to market conditions, as reflected in the Oil Price Information Service (OPIS) data sheets. Texor Petroleum's bid was for $0.070 over the OPIS Iow cost of fuel for both #2 diesel and unleaded gasoline, which is $0.021 per gallon above the last contract bid price. Attached is the 2003/2004 fuel bid work sheet that reflects the 2002/2003 SPC contract extension pricing ($0.049 over OPIS Iow) and the new 2003/2004 SPC pricing ($0.070 over OPIS Iow). Also included in the bid was the provision to extend the contract for additional three years, one year at a time. Discussion The NWMC/SPC fuel bid award is in effect from June 6, 2003 to June 5, 2004. Texor Petroleum Company has been our supplier of fuel for the past six years and has performed well. Recommendation It is my recommendation that the Village accepts the NWMC/SPC fuel contract and execute a new 2003/2004 fuel contract with Texor Petroleum Company, Riverside, illinois, to be in effect from June 18, 2003 to June 5, 2004. Funds for this proposed contract are available in the current 2003 budget and will be in the proposed 2004 budget. Remaining funds available for the uburban Purchasing Cooperative Fuel Bid Contract June 12, 2003 Page 2 of 2 2003 budget in the Fire Department Vehicle Maintenance Fuel Account #0014206-570635 ($24,000.00) is $14,096.00 on page 202 and in the Public Works Vehicle Maintenance Fuel Account #6605702-570635($174,591.00) is $111,354.00 on page 283. Dorsey X:kAd ministration\BIDS\RE SU LTS\FuelBid2003.doc Mount Prospect Public Works Department INTEROFFICE MEMORANDUM CITY TO: FROM: DATE: SUBJECT: JUNE 10, 2003 2003 CRACK SEALING AWARD, NOT TO EXCEED $51,610 BACKGROUND As part of our preventive street maintenance progam, we annually select those streets for crack sealing that were paved four or five years prior. At four/five years, the pavement exhibits transverse and longitudinal cracks that generally span the width and length of the street. We seal these cracks to prevent further deterioration, thereby extending the life of the pavement. In order to contain the costs of related services and material for this progam, the Village participates in a joint annual contract through the Northwest Municipal Conference (NWMC). Past participation in the NWMC contract has proven to be cost-effective for the Village with minimal failure of the crack filler. In 2001, we did experience some crack filler failure (due to the contractor's (Scodeller Construction) use of worn out equipment), but this was subsequently corrected to the satisfaction of the Village. In other previous years, including last year with SKC Construction, Inc., all work was done correctly and the material has performed satisfactorily. BID RESULTS Two bids were received and evaluated by the NrWMC for the proposed 2003 crack-sealing contract. Bid results are as folloxvs: Bidder Behm Construction SKC Construction, Inc. Price per pound * $1.019 $1.061 * includes a NWMC administrative fee of $.02/Ib. age two 2003 Crack Sealing Award June 10, 2003 DISCUSSION Behm pavement is an IDOT-approved contractor who has worked in Mount Prospect in 1997- 1999, with satisfactory results. Based on IDOT's approval, the NWMC review panel awarded the contract to Behrn Pavement as the low sugces~ful bidder for the ¢003 crack sealing contract. Behm's price per pound of installed material reflects an increase of $.05 over the price the Village paid for last year's program. In the 2002 Crack Sealing Program 6.0 miles of roads were sealed and this year we estimate 5.9 miles of road sealing will be completed. Funds for this proposed contract are shown in the current budget on page 221, account code #0505104-540515, in the amount of $44,990 and on page 225, account code 0015108-540515, in the amount of $6,620. RECOMMENDATION I recommend acceptance of the lowest bid as submitted by Behm Pavement in an amount not to exceed $51,610.
