I. CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF JUNE 28, 1994 III. CITIZENS TO BE HEARD IV. UPDATE CHAPTER 13 - LIQUOR CODE AND PARENTAL RESPONSIBILITY ORDINANCE Chapter 13 (Alcoholic Liquor Dealers) has not received a comprehensive review and update since 1975. In the intervening years, numerous individual amendments have been adopted in an effort to strengthen the Code and set an appropriate community standard for the sale and consumption of alcoholic beverages. A draft of revised Chapter 13 was considered by the Village Board at the May 10 Committee of the Whole meeting. Subsequently, it was heard as a first reading of an Ordinance at the May 17 Village Board meeting. Review of the draft language has resulted in a number of suggested changes. Additionally, an informational meeting was held with all current License holders to explain the proposed changes, answer questions and consider any issues of concern. The Chamber of Commerce has also been kept apprised of the Ordinance and any revisions made thereto. Presented for consideration herein is a revised draft which addresses all of the current concerns that have been raised by Village Board members, License holders, staff and other interested parties. The proposed update is designed to ensure that all aspects of the Liquor Code are clear, concise and consistent in its application to licensed alcoholic liquor dealers and those that distribute or permit alcohol to be distributed to underage individuals. The proposed text contains both ministerial and substantive changes. With very few exceptions, licenses and other fees have been left unchanged. The memorandum from Village Attorney Everette Hill outlines the most recent changes to the proposed draft. Also included for your consideration are regulations designed to control sale of kegs of beer. This item had previously not been considered by the Board as part of their review of Chapter 13, however, Trustee Wilks has asked that this item be considered at this time. Staff and Mr. Hill will be present to answer any questions and facilitate discussion. V. REVIEW PROPOSED REGULATIONS WHICH WOULD PROVIDE FOR THE GRADUAL ELIMINATION OF SECOND HOUSEKEEPING UNITS IN ALL SINGLE- FAMILY RESIDENTIAL DISTRICTS Last fall, Trustee Hoefert asked that the Village Board consider appropriate regulations which would provide for the gradual elimination of certain second housekeeping units in all single-family residential districts. Trustee Hoefert felt that the existence of these types of units were having a negative impact on single-family residential neighborhoods and that appropriate regulations would eliminate the problem while not unduly infringing upon extended family living relationships (in-law arrangements). Attached is a draft Ordinance covering proposed regulations designed to accomplish the above-stated goal. The Zoning Board of Appeals considered the regulations as part of the public hearing process required when the Zoning Code is amended. The proposed regulations focus on certain physical characteristics of the second housekeeping unit as an objective means of determining their acceptability.
