I. CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF REVISED MINUTES OF DECEMBER 14, 1993 AND MINUTES OF JANUARY 11, 1994 III. CITIZENS TO BE HEARD IV. DISCUSSION OF RESOLUTION ON GAMBLING Issues regarding the propriety and desirability of legalized gambling in its various forms in Illinois and its municipalities has become a topic of much debate in recent weeks. Legalized gambling has been viewed by some as a legitimate means of raising additional revenue for State and local governments as well as being a catalyst for economic development. Others have expressed strong opposition with the above premise and have suggested that a further proliferation of legalized gambling would serve only to exacerbate many of the socio-economic problems which exist in today's society and in the long run would have a detrimental impact on the economic well being and quality of life in our communities. In Mount Prospect, the issue of legalized gambling was recently raised with the Village Board at the November Coffee with Council meeting by resident John Metzenthin. The Village Board discussed the item briefly and at the January Coffee with Council meeting, Mr. Metzenthin made a request that the Village Board consider adopting a Resolution that would commit the Village Board to calling for a blic Referendum any specific plan for legalized gambling in Mount Prospect prior to any official action by the Village Board. Based upon that request, staff was directed to research the matter and prepare material for a discussion at a future Committee of the Whole meeting. The attached package of information provides a broad overview of various aspects of this issue. Also, included is a preliminary draft of a Resolution regarding gambling in Mount Prospect. V. DISCUSSION OF BOCA PROPERTY MAINTENANCE CODE REVISIONS One of the clearest findings made by the interdepartmental "Visions" group in their review of apartment complexes over the past year was the need for: (1) a stronger Property Maintenance Code and (2) establishment of reasonable occupancy limits for dwelling units. The "Visions" housing subcommittee, made up of landlords, homeowners, tenants and staff reconfirmed those findings during a series of meetings held this past summer. Since then, staff has been researching the feasibility of adopting the BOCA Property Maintenance Code as well as the occupancy limits contained therein as an alternate to the Village's current locally originated Code. The attached package contains the BOCA Property Maintenance Code with commentary, staff comments and a copy of the Village's current Property Maintenance Code. Additionally, enclosed please find correspondence from two local landlords -- Conrad May and Ron Sabel, there respective views on the current situation may be insightful as you review the Code. Members of the "Visions" housing subcommittee have been invited to attend the meeting on January 25 along with landlords who have come forward as spokespersons during consideration of Special Service Area #7. By involving landlords early in the process, it is hoped that a positive dialogue can be created and any legitimate concerns of landlords be reviewed and addressed. VI. MANAGER'S REPORT VII.
