I. CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF AUGUST 23, 1994 III. CITIZENS TO BE HEARD IV. REVIEW OF WEDGEWOOD TERRACE STORM WATER STUDY Back in the summer of 1993, in response to resident complaints, the Village Board authorized a Study to determine the nature and extent of flooding in the Wedgewood Terrace Subdivision and to make preliminary recommendations for rectifying negative conditions. That report was reviewed by the Village Board at its February 8, 1994 Committee of the Whole meeting and again at a February 26, 1994 neighborhood meeting. The result of the February 26, 1994 neighborhood meeting was a general consensus that the recommended course of action (regrading and improvements to the existing ditch and sale system) was an acceptable, cost-effective approach to alleviating flooding conditions. Concerns raised by residents at the neighborhood meeting were reviewed by the Consulting Engineer and slight revisions were made in the original plan. Village staff has reviewed the revised plans and is comfortable with the recommendations. At the adjournment of the February neighborhood meeting, it was agreed that engineers would look at the plan one final time for any necessary modifications and then the Village Board would again consider whether to proceed with this project under the Storm Water Management Program. The purpose of Tuesday evening's meeting is as follows: ~ Review the revised Engineering Plan. ~ Review revised project cost estimates. ~ Consider private property drainage issues and related costs. ~ Determine the extent, if any, of cost sharing. ~ Reach final consensus on inclusion of project in the Storm Water Management Program. Wedgewood Terrace residents have been invited to the meeting. Village staff and the Project Engineers will also be in attendance to also answer questions and facilitate discussion. V. SOLID WASTE AGENCY - STATUS REPORT On July 21, 1994, the Army Corps of Engineers denied the Agency's second application for a Section 404 Permit for development of the Northwest Cook County Balefill. That action has caused the members of the Solid Waste Agency of Northern Cook County (SWANCC) to review options regarding the future direction of the Agency and its operation. It appears that the SWANCC time-table for considering options with regard to the Army Corps' decision will be undertaken in late September and October. Due to the complexity of the subject matter, an initial opportunity for discussion has been scheduled for this Committee of the Whole meeting. Representatives from SWANCC have been invited to attend. Subjects which appear timely include: ~ Time-table for discussion/decision on possible responses to Army Corps denial. ~ Proposed operational changes to the Glenview Transfer Station. ~ Village of Mount Prospect obligations under the Project Use Agreement. Based upon the nature and direction of the discussion, staff will be able to conduct additional research or gather pertinent information in anticipation of a final discussion regarding Mount Prospect's position on further Agency action and the Village's future role in the Agency.
