IV. NORTHWEST COMMUNITY HOSPITAL SENIOR HEALTHCARE SERVICES -
MOUNT PROSPECT PLAN
During the past year, Northwest Community Hospital has embarked on a regional
effort to identify gaps in the current Senior Healthcare Delivery System. The design
of the Northwest Community Hospital effort is to work within each of the communities
that make up its service area to; first, educate the senior population with regard to
pressing health care issues and then, to solicit their input regarding deficiencies and
possible solutions.
For the past several months, Diane Lewandowski from Northwest Community
Hospital has been coordinating a number of discussions on senior healthcare issues
here in Mount Prospect. Ms. Lewandowski is now looking to establish a Senior
Healthcare Advisory Council made up of Mount Prospect residents to begin
developing a "Mount Prospect Plan."
While this exercise is undertaken solely by Northwest Community Hospital in an
effort to improve its service delivery system, it would be appropriate for the Village
Board to have a better understanding of the program, its purpose, the process and
what the community can expect as a result of this effort. Additionally, it would be
helpful to have Ms. Lewandowski articulate the Village government's limited role (as
we understand it) in filling any identified gaps in service. Finally, since the creation
of an "Advisory Board" is contemplated, it again would be appropriate to understand
the Village's direct role, if any, in the work of that group.
Attached is a brief description of the Program. Ms. Lewandowski will be present to
discuss the program and answer any questions.
¥. CABLE TV CITIZEN SURVEY
A formal review of the TCIFrelenois, Inc. Performance Audit was originally
scheduled to take place as part of this evening's discussion. Unfortunately, due to
the extended illness of the Village's technical consultant, a final report could not be
prepared in time to meet our schedule. As an alternative, staff would like to review
with Village Board members the proposed Community Needs Assessment Survey
which must be done as part of the upcoming Franchise renewal process.

The Survey will seek to gauge, among other things, the community's level of
satisfaction with the current cable Franchisee. The Survey instrument is designed in
conjunction with certain criteria established as part of the Franchise renewal
process. Additionally, the Survey instrument will be used to gauge the level of
viewership and satisfaction with our Government Access Channel 6.
The proposed Survey instrument is attached along with a background
memorandum. Appropriate staff will be present to answer questions and facilitate
discussion.
VI. ANIMAL TRAP PROGRAM
For a number of years, the Village has lent out live animal traps to residents in order
to facilitate the trapping of nuisance animals; i.e., squirrels, raccoons, opossums,
etc. Our ability to release nuisance animals at off-site locations is governed by an
annual Permit issued by the Cook County Forest Preserve District. In recent years,
the release restrictions attached to the Permit have become more onerous and
difficult to comply with. In the process of renewing our Permit (expiration 5/31/95),
staff found that our current program is operating in violation of Permit restrictions.
Problems associated with the administration of the Trap Program have been
discussed with the Board in the recent past. It was anticipated that there would
come a time when it was no longer feasible to maintain the program as it currently
exists. In order to maintain the status quo, a substantial increase in direct staff
involvement would be required. Given our limited resources and other priorities in
the Environmental Health Division, staff is recommending that the current Program
be terminated. In its place, the Village would maintain a listing of certified animal
removal contractors who could be retained by homeowners to trap and remove
nuisance animals.
The accompanying memo provides some background information and appropriate
staff will be present to answer questions and facilitate discussion.
LINE OF SUCCESSION - DISASTER PREPAREDNESS
During the recent Disaster Preparedness review, there was a request that the
provisions of the Village Code with regard to succession of Officers in the event
of an emergency be reviewed and possibly clarified. Clarification was sought
specifically in the area of how "seniority" was defined with regard to Trustees. After
reviewing applicable Code Sections, staff in consultation with the Village Attorney,
are proposing a number of recommended changes.
The attached material outlines those proposed changes. Appropriate staff will be
available to answer questions and facilitate discussion.
