SUBJECT: BID RESULTS - PARKWAY TREE STUMP REMOVALS
BACKGROUND
Sealed bids for parkway tree stump removals were opened on March 4, 2003. This contract requires
stumps to a 10" - 12" depth, removing the grindings, and restoring the area with topsoil and grass seed.
BID RESULTS
Thirteen invitational bids were mailed and a notice was published in a local newspaper. Four bids were received.

DISCUSSION
The bid specifications identified 38 stumps at the time the specifications were prepared. However, the
specifications were written to allow us to add additional stumps throughout the year, if desired, up to the amount
budgeted. At this time we do not know how many stumps will need removal, but we propose to award this contract
based on the lowest unit cost.
BID RECOMMENDATION
The low bidder, Arbor Green Ltd, has not worked for us on stump removals in the past. However, they have
performed satisfactorily on a holiday tree lighting contract for us in 2002 (as sub-contractors of Planned Lighting).
They are a relatively new company and thus have not yet performed a stump removal contract. However, they
submitted an adequate equipment list, and satisfactory references for other types of tree maintenance contracts.
There is $45,000.00 allocated for contractual stump removal in the 2003 budget (Page 236, Account #0015203-
540726). I recommend award of this contract to the lowest qualified bidder, Arbor Green Ltd., in an amount not to
exceed $45,000.00.
