I. CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF SEPTEMBER 12, 1995 III. CITIZENS TO BE HEARD IV. GUN REGULATION DISCUSSION SportMart has requested the Village Board to consider preempting the Cook County Ordinance prohibiting gun sales within one-quarter mile of a school or park. The discussion of local gun regulation has been pending on the Deferred Items list for some time. The request from SportMart has moved this discussion up the list due to their impending opening in early October. The Board should consider the following: 1. Whether to implement local gun regulation preempting the existing County Ordinance. 2. If such preemption is to be considered, what form will possible regulation take as it applies to Mount Prospect. Appropriate Village staff will be available to facilitate this discussion. V. CONTINUATION OF DISCUSSION OF RESIDENTIAL NEIGHBORHOOD ISSUES A number of subjects on the Committee of the Whole Deferred Items list can be generally categorized as residential neighborhood issues. These items deal with the overall appearance and character of residential neighborhoods throughout the community. The scope of discussions generally deals with the appropriate level of municipal regulation of the use and maintenance of individual properties as well as the use of public rights-of-way throughout the Village. The idea behind these regulations is to establish reasonable community standards for the use and upkeep of properties within the Village. The following items will be reviewed and discussed with the assistance of Village staff: · Limitations on accessory structures. · Signage in public rights-of-way. · Housing of commercial vehicles in residential neighborhoods. All of the above items have been raised in various context over the course of the last calendar year. The attached staff memorandum outlines the issues regarding each of the above topics and suggests various courses of action including revisions to the existing Village Code. In addition, staff will make presentations on each of these topics at the Committee of the Whole meeting and help to facilitate discussion with an eye on receiving specific direction from the Village Board regarding potential changes in Village Code requirements and/or enforcement efforts.
