"ABSOLUTEL Y INCREDIBLE KID DA Y"
MARCH20, 2003
WHEREAS, Camp Fire Boys and Girls, the national organization, will sponsor ABSOLUTELY
INCREDIBLE KID DAY on March 20, 2003; and
WHEREAS, Camp Fire Boys and Girls has issued a call to action, asking every adult in America to
write a letter to a child or children on March 20, 2003; and
WHEREAS, Camp Fire Boys and Girls has established the goal that every child receive a letter on
March 20, 2003; and
WHEREAS, the Metropolitan Chicago Council of Camp Fire teaches boys and girls to become
caring, confident youth and future leaders; and
WHEREAS, through contemporary programs and by speaking out on issues affecting youth and
their families, Camp Fire Boys and Girls helps youth cope with their changing world; and
WHEREAS, in Camp Fire, the choices and opportunities are inclusive to boys and girls regardless
of race, religion socioeconomic status, disability, sexual orientation, or other aspect of diversity;
and
WHEREAS, Camp Fire Boys and Girls is commended for the valuable programs offered to young
people in the Village of Mount Prospect and throughout the nation, and for the many services these
young people perform for their communities through Camp Fire.
NOW, THEREFORE, L Gerald L. Farley, Mayor of the Village of Mount Prospect, do hereby
proclaim March 20, 2003 to be
"ABSOLUTEL Y INCREDIBLE KID DA Y"
in the Village of Mount Prospect, and declare the children of the Village of Mount Prospect as
absolutely incredible kids this fourth day of March in the year Two Thousand and Three.

PROCLAMATION
SEVERE WEATHER PREPAREDNESS WEEK
MARCH 2-8, 2003
WHEREAS, the severe weather season is imminent, putting human lives and property in
danger; and
WHEREAS, most tomadoes and thunderstorms occur in the spring and summer, with
flash flood occurring most frequently in mid to late summer; and
WHEREAS, the state of Illinois is especially vulnerable due to its location at the northeast
edge of the most tornado-prone region in the world therefore there is an average of 30
tornadoes per year in Illinois; and
WHEREAS, in 2002, 21 tornadoes were reported in Illinois, and since 1985 twenty people
in Illinois have died from floods and twenty-one people have been killed by lightning; and
WHEREAS, tomadoes and severe weather are the most devastating natural disasters that
regularly affect our state; and
WHEREAS, the Illinois Emergency Management Agency, the National Weather Service,
and Mount Prospect Emergency Services and Disaster Agency have combined efforts to
implement emergency planning to combat the deadly effects of severe weather; and
WHEREAS, the Emergency Services and Disaster Agency of the Vii/age of Mount
Prospect encourages residents to plan ahead and establish a plan for emergency action
in the event a severe weather warning is activated in the Village.
NOW, THEREFORE, I, Gerald L. Farley, do hereby proclaim March 2-8, 2003 to be
SEVERE WEATHER PREPAREDNESS WEEK
in the Village of Mount Prospect, and I strongly urge residents to become familiar with the
hazards of tornadoes, lightning, and floods, and to formulate or refine preparedness plans
in order to minimize deaths and/or injuries from the devastating effects of the various
forms of severe weather.

PROCLAMATION
"AMERICAN RED CROSS MONTH"
MARCH 1 - 31, 2003
WHEREAS, the American Red Cross, the largest social service agency in the world, is
a humanitarian organization led by volunteers; and
WHEREAS, the American Red Cross is designated by the United States Congress as
the nation's main voluntary agency responsible for disaster relief; and
WHEREAS, the American Red Cross is also designated by Congress as the primary
emergency communications link between military personnel and their families; and
WHEREAS, the American Red Cross is the primary deliverer of health and safety
services to the American people as approved by the American Academy of Sciences;
and
WHEREAS, the American Red Cross is a vital link to Village residents and their
families affected by civil unrest, war or disaster around the world; and
WHEREAS, the American Red Cross of Greater Chicago provides services for the
residents of Mount Prospect and thousands in surrounding communities, as well as
providing a reliable blood service to many of the largest medical centers and
community hospitals in metropolitan Chicago; and
NOW, THEREFORE, I, Gerald L. Farley, Mayor of the Village of Mount Prospect,
do hereby proclaim March I - 31, 2003 to be
"AMERICAN RED CROSS MONTH"
in the Village of Mount Prospect, and l commend this organization for the outstanding
contribution and dedication it has made to our Villaged vitality.

RESOLUTION NO.
A RESOLUTION OPPOSING HOUSE BILL 1195
THE FIRE DEPARTMENT PROMOTION ACT
WHEREAS, the Village of Mount Prospect is an Illinois Home Rule municipal corporation with a full time fire and EMS
service; and
WHEREAS, House Bill 1195, creating the Fire Department Promotion Act, was introduced into the Illinois General
Assembly on February 4, 2003 and assigned to the House Executive Committee on February 5, 2003; and
WHEREAS, House Bill 1195 requires municipal fire departments and fire departments operated by a fire protection
district to make promotions i~ accordance with the Act, including establishing seniority as the underlying and
ultimately the sole basis for promotions within fire departments; and
WHEREAS, House Bill 1195 preempts municipal home rule authority and could subject smaller non-home rule
municipalities and small, already underfunded fire protection districts to expensive promotional bargaining; and
WHEREAS, House Bill 1195 eliminates many promotion procedures that have been tested in coud, such as the rule
of three, thereby inviting a new round of litigation to establish the validity of procedures mandated by the bill; and
WHEREAS, House Bill 1195 severely limits the ability of municipalities to promote the most qualified candidates,
including racial minorities, females and other new entrants into municipal fire service; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF
MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
The Mayor and Board of Trustees of the Village of Mount Prospect strongly urges the Illinois General Assembly to
oppose House Bill 1195 and
SECTION ONE: The Mayor and Board of Trustee of the Village of Mount Prospect strongly urges the Illinois
General Assembly to oppose House Bill 1195 and specifically calls upon the House Rules Committee to oppose
House Bill 1195.
SECTION TWO: This Resolution shall be i~ full force and effect from and after its passage and approval in
the manner provided by law.
