In October 1994, the Village Board at one of its Committee of the Whole meetings
considered the adoption of an Ordinance requiring Carbon Monoxide (CO) detectors
in all residential and commercial buildings. During that meeting, Fire Chief Edward
Cavello recommended that the Village defer consideration of such an Ordinance
while the manufacturers and testing agencies (Underwriters' Laboratories) worked
on revised industry-wide performance standards. The Village Board concurred and
directed staff to bring this matter back at a later date.
Chief Cavello has prepared follow-up material highlighting the new performance
standards as well as data relating to the number of Carbon Monoxide calls received
by Fire Departments throughout the region. Chief Cavello will be on hand to
facilitate discussion and answer questions regarding this matter.
V. REVIEW OF FINANCIAL CONDITION
Over the past several years, the Village has taken a number of actions that have
noticeably improved its financial condition and these actions should help to ensure
that this favorable position can be maintained in future years. Some of these actions
relate to changes in accounting principles which provide more conservative
treatment of certain revenues and expenditures; some of the actions reflect changes
in Village financial policies, such as the establishment of internal service funds and
the change in the Village's fiscal year; some of these changes can be seen in the
move to a Performance Based Budgeting System that helps to demonstrate better
accountability; but by far, the most conclusive actions have been the changes to
enlarge and diversify the Village's revenue base.
A strong revenue base is fundamental to fulfilling the reason governments exist.
The mission of government is to provide services collectively to its citizens that
individuals may not and/or could not provide for themselves on a cost-effective
basis. These services cost money. An adequate, equitable, reliable and acceptable
revenue base is one of the keys to being able to provide quality services while at the
same time maintaining a strong financial position.

The evaluation of a municipality's financial condition is a process that includes
analyzing current financial position, reviewing financial policies, looking at historical
trends and estimating the adequacy of future revenue sources. Current financial
position includes all of the numbers on the balance sheet such as cash balances,
assets, liabilities and fund balances. The process requires making judgments and
these judgments are subject to change as circumstances change. Nevertheless, an
understanding of financial conditions today provides a basis for maintaining financial
strength in the future.
Finance Director David Jepson has prepared information which will provide an
overview of the Village's current financial condition. This review comes with the
conclusion of the 1995 Audit. This review and discussion will provide a valuable
base as the Village prepares for the 1997 Budget process later this year.
Mr. Jepson will be in attendance to facilitate discussion and answer questions.
VI. REVISED SOLICITATION REGULATIONS
As a result of ongoing complaints regarding haphazard delivery of advertising
material throughout the Village, the Mayor and Board of Trustees directed staff to
look for ways to minimize the negative impact on our community either through
direct contact with the offending advertisers or through regulation. The attached
memorandum from Assistant Village Manager David Strahl outlines actions taken by
the Village in this regard. Also provided for your consideration is a revision to the
Village's Solicitation Regulations. Because legitimate First Amendment issues are
at play, the focus of the regulations is on the manner of delivery and compliance
with an individual property owner's posting of a "No Solicitation" notice.
Mr. Strahl will be in attendance to facilitate discussion and answer questions.
