ROUTE 83 RECONSTRUCTION PROJECT GOLF ROAD TO ROUTE 14 On March 9, 1994, the Illinois Department of Transportation (IDOT) held a Public Hearing regarding its long-range Strategic Regional Arterial (SRA) Plan, a part of which included the total reconstruction of Route 83 (Main Street) from Route 58 (Golf Road) to Route 14 (Northwest Highway) from its present four-lane configuration to a fully improved five-lane cross section. While there was near unanimity in the desperate need to rehabilitate the existing road surface, there was also voracious resident opposition to the proposed widening of the roadway. On March 19, the Village Board held a Public Meeting, attended by several hundred people who again expressed their opposition to the project as proposed. Subsequently, the Village Board issued an official rejection of the IDOT Plan and directed staff to enter into discussions that would substantially reduce the scope of the original project but would still achieve a reconstructed roadway with enhanced vehicular and pedestrian safety features. Over the next 18 months, Village staff met on numerous occasions with IDOT staff to discuss redesign parameters. One of the initial meetings included Mayor Farley, State Representative Carolyn Krause and State Senator Marty Butler who all articulated the need for a reconstructed roadway-preferably within the existing curbline. However, from early on in the discussion process, IDOT was adamant that due to Federal funding requirements and their own minimum design parameters, a reconstruction within the existing curb lines was not feasible. Written and oral communication was also made by several Village Trustees with both IDOT and the Governor's office. The result of this lengthy process is a revised Plan which, from a staff standpoint, achieves the major goals stated above. While the overall design is positive, it must still be recognized that a number of trees along the Route will unavoidably be lost and that the back of curb to back of curb width of the roadway will be increased by approximately four feet. The vast majority of the new road profile will be contained within existing right-of-way. Every effort has been made to reduce the impact of revised curb radii at intersections as well as required turn lanes. Lost trees will be replaced on a one-for-one basis while the loss of green space parkway on both the east and west sides of the roads has been minimized to the extent possible. An informational meeting has been scheduled for 6:00 p.m. on Tuesday, October 10. From 6:00 p.m. until 7:30 p.m., the exhibits will be available for preview by the public with IDOT and Village staff on hand to discuss the project. At 7:30 p.m., the set Committee of the Whole meeting will begin and there will be a formal presentation of the revised Plan by IDOT staff followed by a question and answer period. Notice of the meeting has been given to residents and businesses residing along this stretch of Route 83. Additionally, signs have been posted in the public right-of- way along this stretch of road announcing the meeting and inviting any interested persons to attend. Finally, a Press Release was issued the week of October 2 again notifying the public of the meeting and inviting interested parties to attend. V. MANAGER'S REPORT VI. ANY OTHER BUSINESS Vii.
