REQUEST FOR CLASS V LIQUOR LICENSE
AROUND THE CORNER MARKET

On Wednesday, January 15, 2003, the Village Manager met with Ms. Cynthia F. Higdon, President and
General Manager of Around the Corner Market, Inc., regarding her request for a Class V Liquor License.
The Class V designation provides for the package sale of wine only. Ms. Higdon is planning on opening a
gourmet store at the Virginia Court shopping strip center located at the southwest corner of Central Road
and Wille Street in downtown Mount Prospect. The space is currently vacant and was most recently
occupied by Chicago Tile and Floor Source.
Around the Corner Market will occupy approximately 1800 square feet of space and will sell a variety of
gourmet items including coffees, teas, chocolates, crackers and gourmet spices and oils. Additionally,
Ms. Higdon plans to market "made to order" gift baskets along with high-end stoneware and cooking
utensils. Ms. Higdon specifically will not operate the facility as a convenience/grocery mart. Wine sales
are expected to be an ancillary component of the main business focus.
Ms. Higdon has no previous experience in the operation of a retail facility or the sale of alcohol. Given
the specialized nature of the business and the fact that wine sales are anticipated to be a relatively small
portion of overall sales, Ms. Higdon's lack of experience does not warrant the requirement of Basset-type
(alcohol servers) training, although Ms. Higdon was provided with Basset training information. The
Village Manager discussed the Village's particular sensitivity to sale to minors or to clearly intoxicated
persons. It was also pointed out that all employees are responsible for complying with Liquor Code
regulations and any violation would be viewed as a violation by Ms. Higdon. She indicated that she had
read and fully understands the Liquor Code requirements.
A completed application along with fees and most documentation has been submitted to the Manager's
Office. Ms. Higdon has also submitted to required Police background checks and fingerprinting. If the
Village Board considers the application favorably, an Ordinance creating a new Class V License would
need to be adopted. The actual License would not be issued until all required documentation has been
submitted.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That in accordance with Subsection Aof Section 13.108 of Chapter 13 of theVillage Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class V Liquor Licenses by One (1) Around the
Corner Market, 115 West Central Road. Said list is as follows:
