SUBJECT: BID RESULTS -FEEHANVILLE AND HIGGINS CREEK
CLEANING/TREE WORK
BACKGROUND
In the 2002 budget, funds have been appropriated to continue the ongoing cleanup of
Mount Prospect waterways. Each year since 1997 we have been hiring a contractor to
remove garbage and other debris from the bed and banks of our creeks, remove dead
trees, and prone dead limbs over 6" in diameter. This year we propose to first complete
the cleanup of Feehanville Creek, starting behind 1331 Business Center Drive and
proceeding towards Wolf Road. Then we propose to begin Higgins Creek, starting work
at Lake Briarwood and proceeding eastward. Note that Our specifications also require the
contractor to trim any trees that are obstructing the jogging path and seating areas
adjacent to his work area along Feehanville Creek.
BID RESULTS
Sealed bids for this year's contract were opened on November 14, 2002. Eleven
invitational bids were mailed and a bid notice was placed in the local paper. In addition a
Pre-bid conference was held on November 6, 2002. Four bids were received, and one
"No Bid". Contractors were asked to submit lump sum prices for all labor and equipment
required to perform the specified work for each creek. Bid results were as follows:

ISCUSSION
The low bidder, Winlder's Tree Service, has been in business for 26 years. They have
worked for us in the past on stump removal and holiday light installation. In addition,
Winkler's was awarded and satisfactorily completed our 2001 creek cleaning contract.
BID RECOMMENDATION
On page 293 of the 2002 budget, $50,000.00 was appropriated in Account #5907704-
690079 for Creek Tree Trimming. A total of $42,424.00 remains in that account.
Therefore, I recommend award ora contract to the low bidder, Winkler's Tree Service, in
an amount not to exceed $42,424.00.

RECOMMENDATION TO CHANGE INTERNET SERVICE P
In December of 1998,..the Village entered into a contract with Digex, Inc. for Internet service.
Corporate acquisitions changed Digex into Intermedia Communications and then into Allegiance
Telecom. Service has been good, but recent price reductions have made Illinois Century Network
(ICN) a more desirable option.
The Illinois Century Network was established in 1999 to provide high-speed access to data, video,
and audio communications to schools and libraries, colleges and universities, public libraries and
museums, and local government and state agencies, it is now the largest statewide intranet in the
nation, providing Internet backbone connection speeds of 44.7 Mbps (million bytes per second) to
655 Mbps. Redundant routes to the Internet, plenty of available bandwidth, and ICN's dedication to
state-of-the-art technology make ICN a supedor network, The network currently provides service to
215 municipal government agencies including Buffalo Grove, Elk Grove, Glenview, Schaumburg,
Skokie and Wheeling.
The table below, which compares pricing from three different vendors along with the pricing of the
current contract, shows that switching to ION would reduce costs substantially. Each price listed
includes a T1 (1.54 Mbps) connection from the Village network to the Internet.

Service from Allegiance includes leasing a muter, which they manage, Qwest does not include a
muter so the Village would need to purchase and manage one outside of the contract. (Estimated
muter costs are listed.) Service from ICN includes the purchase of a muter, which they would
manage. There would be an annual fee of $392 for a Cisco maintenance contract on the router.
Based on current pricing I recommend that the Village switch to Illinois Century Network for Intemet
service. No contract is needed for ICN's Intemet service, but the pdcing shown is based on a 3-
year contract from Ameritech for the dedicated T1 connection to ICN. Monthly fees include
$525/month to ICN for service and $299.50/month to Ameritech for the T1, Additional Ameritech
charges include $1850 for the purchase of the muter and $392/year for muter maintenance. Funds
would be paid from Intemet Service account number 0011'104-540943 and would pm vide a
substantial savings compared to the current costs,
Please consider this recommendation to change the Village's Intemet provider to Illinois Century
Network. Unfortunately the window of time to act is short since we were waiting for the reduced
pricing. The Village's current contract with Allegiance Telecom is up on December 21, 2002 and
thid7 days notice is required to cancel the contract. The order to ICN for the new service would
need to be placed by November 15, 2002. If you have any questions or input, feel free to contact
