The meeting was called to order at 9:05 a.m. Present at the meeting were: Mayor Gerald L Farley; Trustees Ralph Arthur, Mark Busse, Leo Florus and George Van Geem Absent from the meeting was Trustee Timothy Corcoran. Also present were: Village Manager John Fulton DLxon, Assistant Village Manager John Burg, Finance Director Dave Jepson, D~rector of Inspection Services Chuck Bencic, Planning and Zomng Director Dave Clements, Deputy Public Works Director Glen Andler, Randy Patchett and Richard Bodner of RJN Associates, ~ four members of the press and approximately ninety persons in the audience. II. STORMWATER MANAGEMENT Mayor Farley said the meeting would address the following topics with ample opportunity for citizen input' 1. ~Other flood control alternatives; 2. The financing mechanism and 3. consideration of whether to move forward on the Central/Wa-Pella project. Randy Patchett of RJN explained why the improvements at Central/Wa-Pella are recommended and why the floodproofing suggestions made by David Schein would not be effective in this area. For example, there would be no noticeable impact vath rooftop detention. There are few parking lots in the area to store water and so this optmn would provide minimal effect. Mayor Farley asked what effect this project would have on Weller Creek. Mr. Patchett said there would be no noticeable xmpact He said the 100-year flood does not cause damage along Weller Creek from the backup of the Des Plaines Raver. Trustee Arthur disagreed with the statement about Weller Cre~ek based on his knowledge of the area, noting he lived at 14 Hmwatha. He said in any heavy rain, Weller Creek comes to the top of the banks. Any extra water will cause trouble. Mr. Patchett said the Village's outlet is at the bottom of the Creek. At a high water stage, not much extra water would get into Weller Creek due to the hydraulic pressures Trustee Van Geem asked how many homes would be impacted at Central/Wa- Pella. Mr. Patchett said 20-25 homes and some businesses. Trustee Van Geem asked how much could be saved if water were stored on the street in this area Mr. Patchett made a rough estimate of about 10% due to smaller pipes but recommended against this. Mayor Farley asked if the C~ntral/Wa-Pella project wall get rid of sewage basements. Mr. Patchett said the project would separate the storm and sanitary systems and so there would be a reduced amount of water in the combined sewer. Mayor Farley then opened the floor to comments by residents Several residents addressed the Board regarding flooding concerns particularly in the southern section of the Village. After approximately one-half hour of discussion, members of the Board requested that'Mr. Scheln step forward to respond and indicate the alternate methods that .he has proposed in a letter to the Village Board. Mr. Schein indicated there were'three concerns' 1. What is the average annual damage and what return wall we get for a $22 nulhon investment.9 2. Mr. Schein wants to make sure people are aware that there are ~ other alternatives that can be utilized. 3. What assurances would the Village have that we were not changtng the geography of flooding and, in fact, cause problems for people downstream? '~ ~ Mr. Schein agreed that rooftop storage would not work in the Central/Wa-Pella area and also indicated there is a very high percentage of impermeable soils in this area. He went on to explain that there had been a Waterproofing Seminar held the week prior by FEMA which had several suggested alternative methods that could be used for floodprooflng one's home. Trustee' Van G&em asked if there was any risk in going ahead with the Central/Wa-Pella project and, specafically, would there be any effects to other people by movi.ng ahead. ~ 'Several more r&sidents then addressed the Board stating that their main issue was quality of hfe and standard of living in Mount Prospect and with raw sewage backing up, it did not give them the quality of life that they wish to have as residents of Mount Prospect The Mayor then urged that we move ahead with the Central/Wa-Pella project in order to separate the combined sewers in this area. Finance Commissioner Newt Hallman then addressed the Board concerning financing the project. A copy of his statement was distributed to the Board. A few more members of the audience then addressed the Board indicating their willingness to pay if their area is helped and that they know they would be relieved from flooding in the future. Trustee Van Geem asked that there be numbers presented by RJN indicating the reduction in cost of Central/Wa-Pella project for street retention Trustee Floros then indicated that he wishes to move ahead with a formal recommendation on the December 18 Agenda and this was seconded by Trustee Busse and Trustee Arthur. There was then additional discussion concerning the financing method and Trustee Arthur felt we should move ahead but as a Special Service Area and should explore that financing alternative. Trustee Arthur also asked that the boundaries in the area where work is to be done could be drawn up by the engineers There was also a request for clarification that if we move ahead with Phase I that th~s does not cause us to have to move to Phase II. RJN indicated this would not have an impact on Weller Creek if Phase I is done nor would it mandate that the Village would to do in Phase II. The Mayor felt that because of the length of time to discuss the Flood Study, there was not sufficient time to fully explore the financing considerations. He then requested the Board's concurrence that Saturday, December 29, 9 00 a.m, at the Senior Center, that we set that time to discuss the financing alternatives. A further statement was to have the Finance Commission review Special Service Areas and/or any other financing mechanisms that would be appropriate. III.
