FIGOLAH, FIRE CHIEF DATE: AUGUST 13, 2002 SUBJECT: BID RECOMMENDATION - ASBESTOS REMOVAL FIRE STATION 12 Back.qround Renovation of fire station 12 is scheduled to begin October 1, 2002. Asbestos removal must take place prior to starting the project. Earlier this year, Mattson Associates from Downers Grove, Illinois was hired to perform a pre-demolition asbestos investigation for the project. The purpose of their investigation was to identify asbestos material to be removed from the facility. The results of their tests indicated asbestos-containing material in floor tile, pipe fitting insulation, and boiler flue insulation. This material must be removed from the building before remodeling can begin. In July, Mattson Associates pre-qualified seven (7) potential contractors to perform the asbestos removal work. A project manual was developed by Mattson Associates and was provided to the seven contractors for bid. This manual included the bidding and contract requirements, instruction to bidders, and a schedule of drawings for the project. Upon Village Board approval, the anticipated start date for asbestos removal is September 16, 2002. It will take approximately two weeks to complete the project. The firefighters assigned to this station will be relocated to a temporary trailer behind the fire station during the renovation. Provisions have been included in the scope of work for access to the emergency vehicles on the apparatus floor. A total of six bids and one no bid were received. The lowest bidder for the project was Asbestos Control, Inc. (ACl) of Arlington Heights, Illinois. They propose to perform the base scope of work for $21,950.00, We have spoken to Mr. Chris Adams of ACI, who was the estimator for this proposal. He indicated that ACl feels comfortable with the proposal and that they can perform the work as specified, ACI has successfully performed numerous IDJnois asbestos abatement projects of similar scope, and they meet all the requirements set forth in the project documents. We recommend that ACI be selected by the Village of Mount Prospect to perform this abatement project. It is our most regular contact with residents and. businesses in the community that reaches the widest audience. In 2000, the Village entered into an agreement with Print Turnaround for Newsletter Printing Services starting with the March/April 2001 issue. Print Turnaround continued to print the Village newsletter for one year. Due to printing quality and customer service concerns, staff decided to end the relationship with this vendor and issued an RFP for Newsletter Printing Services in June. RFP (Request for Proposals) An RFP for Newsletter Printing Services was prepared and distributed to a list of nine printers. The list was composed of printers the Village had previously used on other projects, printers that worked with other Villages and printers who requested to be included on our mailing list for such proposals. Proposals were due by July 10. RFP RESULTS Three responses were received. Below is a summary of bids. Staff has evaluated all proposals and deemed all responsive. It appears that C.L. Graphics has submitted the lowest cost proposal. Company C.L. They were highly recommended by the Village of Lincolnshire, for whom they print their Village Newsletter in addition to other publications such as an annual report and a calendar. C.L. Graphics also prints the Village of Wheeling Newsletter and newsletter publications for the McHenry County Conservation Distdct and the Crystal Lake Chamber of Commerce. C.L. Graphics is located in Crystal Lake, Illinois. The salesperson has assured staffthat the distance will not be an issue, as they will personally pick-up and deliver all materials and files as necessary. Staff has visited their facility and met with the company president to discuss this contract. Vendors provided references with their proposals, and C.L.'s clients gave very positive feedback about their services. Staff is confident that C.L. Graphics understands this project and its importance to the Village. RECOMMENDATION The lowest bidder, C.L. Graphics submitted a bid in the amount of $8,311 per issue. I recommend awarding the contract to C.L. Graphics for newsletter printing services in an amount not to exceed $76,000. Funding for this project is included in the 2003 proposed budget under Account Codes 011105-540210 (printing services) and Account Code 011105-570090 (paper). If the Village Board concurs with the recommendation, the new vendor's first issue would be November/December 2002. Please include this item on the August 20, 2002 Village Board Meeting Agenda. JANONIS ASSISTANT VILLAGE MANAGER AUGUST 13, 2002 AMENDMENT #1 - CONSTRUCTION CONTRACT The Agreement between the Village and W.B. OIson (Construction Manager) does not include the services related to the demolition of the Senior Center site. However, in order to coordinate the demolition of the site respective of the needs of the construction process, W.B. Olson has offered to handle the details of the demolition at the same fee as utilized under their existing agreement for construction management, 4%. Therefore, the projected cost of demolition of the Senior Center is between $40,000 and $45,000, with the W.B. OIson fee amounting to another $1600 to $1800 depending on the bid price. W.B. Olson will handle all the bid packages and the site work for this fee. The Village will review the bids for the demolition to ensure the lowest responsible bid was accepted and all required public purchasing criteria was met. The lowest responsible bid will then come before the Village Board for award for the demolition. I would recommend Village Board approval to Amendment #1 to the Standard Form of Agreement between the Village and Construction Manager dated August 7, 2001.
