HomeMy WebLinkAbout06/28/1994 COW minutes MINUTES COMMITTEE OF THE WHOLE JUNE 28, '1994 CALL TO ORDER The meeting was called to order by Mayor Gerald Farley at 7 35 p m Present at the meeting were Trustees George Clowes, Paul Hoefert, M~chaele Skowron and Irvana Wilks Absent from the meeting were: Trustees Timothy Corcoran and R~chard Hendncks Also present at the meeting were. Assistant to the Village Manager Dawd Strahl, Planning D,rector William Cooney, V~llage Planner Michael Sims, Finance D~rector Dawd Jepson, Pubhc Works Director Herb Weeks, Deputy D~rector of Public Works Glen Andler, Water and Streets Supenntendent Sean Dorsey and Administrative Intern Cathleen Freels. II. MINUTES ~* Motion was made by Trustee Wilks and Seconded by Trustee Skowron to approve the Minutes of June 14, 1994 Minutes were approved unanimously. Trustee Clowes abstained 111, CITIZENS TO BE HEARD Joyce Fedor, 204 East Bed(shire Lane, spoke. She was concerned that the heavy rain we received last Thursday caused many basements m her neighborhood to flood. Ms Fedor spoke to Pubhc Works D~rector Herb Weeks and to Vdlage Manager M~chael Janon~s and her State Representabve She was reformed that in her area the mare sewers were flooded Her area would not accommodate a shut-off valve What she wants is to have engineers sent back to her s~te to survey the area to see if anything else can be done. She also wants · a written affirmation that the new reservoir at Oakton and 83 being ~nstalled will indeed prevent sewer water from backing up into her basement. Mayor Farley responded and suggested a meeting be set up w~th Fedor, affected ne,ghbors and Village staff to discuss th~s at a later date The names, addresses and phone numbers of three residents were provided. IV. PRELIMINARY REVIEW OF UPDATED COMPREHENSIVE PLAN Donald We~bel, Chairman of the Plan Commission, was introduced by Mayor Farley. 'Mr. We~bel ~ntroduced the other members of the Commission who were present Louse Velasco, Thomas McGovern and Ed Janus Mr. We~bel expressed h~s op~mon that although the Comprehensive Plan states that ~t is a rews~on, it really ~s an update The last Comprehensive Plan was adopted on August 18, 1992 The update to the Plan began on January 1, 1994 A Pubhc Heanng was held on June 1, 1994 There was very httle controversy about the Plan Zoning changes and the extension of Meier Road were the only controversial ~tems The Meier Road extension has been removed from the Plan The Mayor commented that he wants c~t~zens to be able to review the Plan and refer to the Plan He also wants citizens to have ~nput prior to the Heanng stage Mr We~bel responded that more pubhc~ty may be needed particularly at Committee meetings when revis~ons are being considered. General d~scussion followed of the V~llage Board regarding the difference between updabng versus revising the Comprehensive Plan Commissioner Welbel beheves that ~t will be t~me for an enbre revision of the Plan m the next two years Planmng D~rector B~II Cooney rewewed the actual Plan Planner Mike Sims then rewewed the specific changes that have been made to the Plan The Mayor questioned how the Plan addressed parks and schools Each Trustee was given an opportumty to address both broad and specific concerns with the Plan General concerns are as follows' Trustee Skow~on stated she was concerned that the Plan was missing any reference to malnta~mng industry and whether the V~llage could actually promote a "vanety of lifestyles," She also had a concern with spec4fics as to road improvements and whether the V~llage's ~dentlty should be one of promoting tax incentives Trustee Clowes expressed general concern w~th how to ~nvolve residents ~n the planning process Asked whether there was some way to repeat the goals from the long-term to short-term section of the Comprehensive Plan. Trustee Hoefert wanted to see the V~sion 2000 group added to the plan somewhere Expressed general concern about attracting more commuters by building more parking downtown Also suggested adding zoning in parenthesis where Zoning changes occurred. Trustee Wllks suggested adding to the plan traffic issues being addressed by the V~llage Suggested using caveats wherever Information was provided by other governmental bodies ' 2 More specific ~ssues were raised by each Trustee and the Mayor. The question was then raised as to how each ~tem would be addressed It was suggested there be a "laundry list" prepared Each Trustee should have the opportunity to respond to each item Also, if the Plan Commission would hke to respond, they could do SO B~ll Cooney and M~ke S~ms have a hst of each item and w~ll respond back to the Board and will mvotve the Plan Comm~ssion in discussions V.MANAGER'S REPORT None. VI. ANY OTHER BUSINESS Trustee Wilks asked for an update on Louis Street issue. Also, she received a cell from a resident near the M~ller's Station development The traffic s~gns are not doing the job at Miller Street Dave Strahl said that the Pohce have been advised and Officers will be going out to enforce the posted s~gns and to educate the residents Mayor Farley moved and Trustee Hoefert seconded to adjourn into Executive Session VII.
