RESOLUTION TO IMPLEMENT
A PROGRAM FOR SEWER REHABILITATION AND EXTENDED
MAINTENANCE OF THE MUNICIPAL SEWER SYSTEM
WHEREAS, it is in the best interest of public.health and
safety to prevent sanitary sewer overloading and backups caused
by the entry of storm waters, ground water and other extraneous
flows; and .
WHEREAS, it is in the best interest of the community to
prevent damage to residential, commercial, .and industrial
property from sánitary sewer backups caused by the entry of
extraneous storm water and ground water flows into the sanitary
sew~rs, or"by lack of proper maintenance; and'
WHEREAS, it is contrary to Federal, State and Metropolitan
Sanitary District of Greater Chicago (MSDGC) regulations and
policies to allow ground and storm waters and other extraneous
flows to be discharged into the sanitary sewers;

WHEREAS, the Village of Mount Prospect is supportive of the
current interaction between the MSDGC, IEPA aDd the member
communities in the development of an 1/1 corrective action
program; and
WHEREAS, existing Village of Mount Prospect ordinances
prohibit the discharge of storm waters and other extraneous flows
into the sanitary sewers and the Village Board wishes to reaffirm
that such discharges into the sanitary sewer are prohibited and
are contrary to the best interests of the public.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of
Trustees of the Village of Mount Prospect, Cook County, Illinois,
as follows:
Section 1.: A Sewer Rehabilitation' Program shall be instituted
to the extent not .already completed, by the Village of Mount
Prospect, for the correction of existing deficiencies in order to
achieve compliance with MSDGC requirements and in accordance with
performance standards for such work including evaluation of "Cost
Effectiveness" for sewer rehabilitation consistent with Federal
Regulations/Guidance. The Village Manager or his authorized
representative is hereby authorized and directed to formulate and
institutç the required programs to carry out the intent of this
section.
Section 2. The projected goal of the Sewer Rehabilitation
Program would be to reduce average daily wet weather flows to
either 150 gallons per capita per day or water usage plus an
infiltration allowance (500 gallons per day per inch diameter
mile of sewer) as an average for the entire Village of Mount
Prospect's separate sanitary sewer system.

Section 3. The Sewer Rehabilitatio"-n Program
minimum incorporate the items'listed below:

(a) Sewer rehabilitation under the EPA grant program
financed with local funds. If necessary, the Program
shall include physical survey and flow measur~ments
along with smoke testing, rainfall simulation and
televising of the system as necessary, followed by
correction of deficiencies that are found and are cost
effective to repair as set forth in the Federal
regulations.
(b) Private sector removal of both interior and
,exterior improper connections to be perfor~ed as

Section 4. An extended Sewer Rehabilitation Program and
extended maintenance program shall be a continuous requirement in
order to maintain system integrity and ~educe extraneous flows

be subject to review upon completion of negotiations currently
pending relative to IEPA proposal on issues for resolution of 1/1
issues relating to sanitary sewers in the MSDGC Service Area.
Section 6. A "Schedule for Compliance" for implementing the
Sewer Rehabilitation Program is attached and made part of this
resolution.

'SCHEDULE OF COMPLIANCE
The following is a schedule for completion of the sewer
rehabilitation program of the Village of Mount Prospect as
required to comply with Article 6-5 of the Metropolitán Sanitary
District of Greater Chicago (MsDGC) Manual of Procedures.
Items included in the schedule are (A) final compliance dates
for the "Steps and Phases" of the EPA grant program or an
equivalent program financed with local funds, (B) private sector
inspections of improper connections~ (C) selective flow meterin~
after program completion, (D) private sector removal of improper
conn~ctions as necessary and if cost effective, and-(E) a plan
and ~sched~le for an extended program of sewer reh~bilitation/
maintenance to maintain system integrity.
