JANONIS FROM: WATER & SEWER SUPERINTENDENT DATE: AUGUST 29, 2012 SUBJECT: BID RESULTS FOR GEORGE STREET NORTH SANITARY RELIEF STATION PROJECT (CIP) - ($156,544) Background In the current budget, funds have been requested to rehabilitate the George Street North Sanitary Relief Pumping Station. This pumping facility is used to provide relief to the Village -owned sanitary sewer system in the event that the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) interceptor sewer becomes surcharged. The MWRDGC interceptor sewer system accepts wastewater from Mount Prospect sewers and transports it to treatment plants in Skokie or Des Plaines. During wet weather, interceptor sewers can become full thereby limiting the rate at which they can accept gravity flow from local Mount Prospect sewers. To mitigate the resultant surcharge conditions in our local sewers, pumping stations were installed in some neighborhoods. These stations help prevent the MWRDGC interceptors from backing -up into local sewers. They also help reduce basement back -ups by pumping wastewater from our local sewers into the interceptors under pressure. The George Street North Relief Station is located in the George Street right -of -way just north of Weller Creek. It was built in 1971 and has been repaired over the years as needed. In 2010, a standby emergency generator with automatic transfer switch was installed and is operational. This station provides sanitary sewer relief for the area from Prospect Avenue to Weller creek, bounded by Edward Street to the west and Albert Street on the east. Staff created detailed bid specifications and bidding materials necessary to procure the needed retrofits, services and equipment. The improvements include the installation of a complete replacement pump station with new pumps, guide rails and controllers, along with all associated wiring and other electrical control equipment. The stand -by Page 2 of 3 Bid Results for George Street North Sanitary Relief Project (CIP) ($156,544) August 29, 2012 generator and automatic transfer switch installed in 2010 are in excellent condition and will not be replaced as part of this project. Since these stations are permitted by the MWRDGC, staff worked closely with a consulting engineer to ensure that the rehabilitation effort meets all permitting requirements. This effort required that staff maintain the same horsepower rating for all new pumps to match the existing permit. Staff also recommended standardizing pumps and other equipment between the various stations. Staff feels that this is an important aspect of the overall rehabilitation effort. This standardization effort allows staff to stock fewer spare parts as the pumps and their fittings now will be interchangeable between stations. In the past, pumps could not be interchanged in emergencies or required an extensive amount of effort to accommodate different flanges or other fittings to make them work for more than one station. The Village owns and maintains eight (8) sanitary relief stations and two (2) sewage lift stations. All of the sanitary relief stations operate in a manner similar to the George Street North station. Lift stations serve a different purpose. Lift stations pump wastewater from a lower elevation to a higher elevation so that it can be discharged to an interceptor sewer. In future years, staff intends to rehabilitate all of the sanitary relief and lift stations in the Village -owned wastewater collection system. Bid Results On Monday, August 27, 2012 at 1:00 P.M., sealed bids for the project were opened and read aloud. Six (6) invitational bids were distributed and public notice was placed in a local newspaper as required by law. Eight (8) additional bids were acquired by unsolicited vendors. Four (4) bids were received. The bid result was as follows: Discussion The consultant and staff reviewed the bid submittals and find that the bidders meet the intent of the specification, are qualified and are proposing similar equipment. Martam Construction of Elgin, Illinois has worked with the Village in the past on numerous projects. Martam's work for the Village has been timely and on budget. Staff finds that Martam Construction of Elgin, Illinois is the lowest responsible bidder. Staff finds that Martam Construction of Elgin, Illinois is the lowest responsible bidder. Page 3 of 3 Bid Results for George Street North Sanitary Relief Project (CIP) ($156,544) August 29, 2012 The project is scheduled to be completed and fully operational by late November. All landscaping and any asphalt or concrete work will also be completed before the end of the year. Since the existing station will be replaced under this contract, there is always the possibility of unforeseen issues arising during construction so staff is recommending the inclusion of a 10% contingency ($14,231.00). This would make the total award for this project $156,544 (base bid of $142,313 plus the 10% contingency of $14,231). The engineer's estimate for the replacement project was $175,000. Bid Recommendation I recommend accepting the lowest qualified bid for the George Street North Sanitary Relief Station Project as submitted by Martam Construction of Elgin, Illinois at a cost not to exceed $156,544.00. JANONIS FROM: WATER/ SEWER SUPERINTENDENT DATE: AUGUST 29, 2012 SUBJECT: REJECTION OF BID FOR ELEVATED TANK PIPING MODIFICATIONS BACKGROUND In 2008, Public Works retained the professional engineering firm, Burns & McDonnell of Downers Grove, Illinois, to develop a computerized hydraulic model of the Village -owned potable water distribution system and provide recommendations for improvements. The goal of the project was to address system deficiencies, such as areas with low pressure or inadequate fire flows, and facilitate more efficient operation of the facilities to better serve current and future demands. Based on the study, staff recommended a phased program of water system improvements that would be incorporated into the water and sewer enterprise fund capital improvements program as time and budget allowed. The first recommendation from the study is for modifications to improve the inflow and outflow piping of the existing elevated storage tank. The elevated tank serves as the principal gauge for the Village's potable water supply system. The rising and falling elevation of water within the elevated tank is the mechanism which turns on or off the various pumps and reservoir fill valves located in the system. Hydraulic modeling found that the intake and outflow piping of the elevated tank was undersized. In short, the existing piping forms a restriction that retards the water system's reaction to changes in pressures and flows. The improvement recommended to correct this deficiency includes the abandonment of the existing 12" diameter inflow /outflow piping and replacement with a larger 24" diameter inflow /outflow pipe. The increased pipe diameter (24 ") was determined utilizing computerized hydraulic modeling. This improvement is the first in a series of scheduled improvements involving the elevated tank. In 2013, the tank itself is slated for complete rehabilitation including interior and exterior recoating as well as mechanical and safety improvements. Mount Prospect Public Works Department In 2014, the water mains at the base of the tank; including water mains on Evergreen Avenue, Maple Street, and Northwest Highway, are scheduled for replacement with larger diameter pipes. Similar to inflow /outflow pipe over - sizing, this work is also intended to improve the flow of water into and out of the elevated tank. Page 2 of 2 REJECTION OF BID FOR ELEVATED TANK PIPING MODIFICATIONS ($358,888) AUGUST 14, 2012 Staff intended to effect these improvements in sequential order starting with the inflow /outflow pipe, followed by the tank rehabilitation, and concluding with the water main work. BID RESULTS Bid documents were sent out in July 2012 to tank repair firms, piping and mechanical contractors who perform large scale piping work. Fifteen firms were solicited for this work. The bid was advertised and publicly opened on August 13, 2012. The following sole bidder responded: Contractor Total Bid Dahme Mechanical Industries Inc., Arlington Heights $358,888 FIT 7.YNikL4 re7►1 The only bid received was from Dahme Mechanical Industries, Inc. of Arlington Heights, Illinois ( Dahme) in the amount of $358,888. The engineer's estimate for this work was $158,500. Sufficient funds do not exist in the current budget to facilitate this work at Dahme's price. Burns & McDonnell reviewed Dahme's bid and found their prices are significantly higher than what is currently being seen in the market. Post -bid discussion with planholders revealed that the proposed work was viewed as a niche project because it involved an unusual combination of mechanical piping work and underground construction work. In addition, we believe that the small overall scope of the work had a limiting affect on bidder interest. Staff believes that more competitive pricing can be garnered by restructuring the work and incorporating it into the planned 2013 elevated tank rehabilitation or the 2014 water main improvements. RECOMMENDATION I recommend that the Village Board reject the bid from Dahme Mechanical Industries, Inc. of Arlington Heights, Illinois for the Elevated Tank Piping Modifications Project because it substantially exceeds the engineer's estimate of probable cost and it substantially exceeds available funding. *� Matt Overeem Superintendent MEO /meo C:\ Users \sdorsey \Documents \Water \Elevated Tank Infrastructure Rehab \VB Recommendatin to Reject Bids.docx
