SPECIAL MEETING MINUTES
May 8, 2012
I. A Special meeting was convened on Tuesday, May 8, 2012. The meeting was called to
order at 7:10 p.m. Upon roll call vote Mayor Wilks, Trustees Arlene Juracek, John Korn,
Paul Hoefert, John Matuszak, Steven Polit and Michael Zadel were present. Staff
present included Village Manager Michael Janonis, Assistant Village Manager David
Strahl, Police Chief John Dahlberg, Deputy Police Chief Mike Semkiu, Commander John
Wagner, Commander John Gross, Commander Mike Eterno, Commander Bob Smith
and Deputy Community Development Director Brian Simmons.
II. CITIZENS TO BE HEARD
Mike Prichard, of 517 S. Louis spoke. He wanted to share an e-mail exchange that he
had with Chief Dahlberg. He also wanted to highlight the positive service interaction that
he experienced with the retiring Police Chief.
III. MAYOR'S REPORT
The Mayor and various Trustees read portions of the resolution honoring Chief John
Dahlberg for his 27 years of service with the Village of Mount Prospect. Each Board
member took a turn in providing extensive praise and acknowledgment of Chief
Dahlberg's service to the community and the Department.
Chief Dahlberg acknowledged the resolution and provided words of thanks to the
Village, staff, administration, elected officials, directors, Board of Fire and Police
commissioners and his fellow Police Officers for the opportunity to have a successful
and rewarding career.
IV. PUBLIC HEARING REGARDING ELECTRIC AGGREGATION
Mayor Wilks opened the public hearing for reviewing the Plan of Operation and
Governance for the aggregation electric power supply for residential and small
commercial retail users. This is the first of two public hearings. This public hearing is
called pursuant to proper legal notice having been published in the Daily Herald on
August 26, 2012 and May 2, 2012. The Plan of Governance details how the Village
Board administers the electrical aggregation program; in which residents and small
commercial users may participate in as well as the bid procedures for obtaining the
group rates.
Assistant Village Manager David Strahl provided a general overview of the
Governance Plan highlighting the various components of the plan regarding opt out
procedures and opportunities for residents to join the program under varying
circumstances. He also highlighted the option for green energy components for
consideration along with various terms for the contract of 1, 2 or 3 years.

NIMEC Consultant Larry Shover provided additional information regarding how the
Governance Plan works in relation to the bidding process and management of the
aggregation program.
General comments from the Village Board members included the following items:
• There was some discussion regarding the billing relationship with Com Ed along
with details regarding the no fee to join the municipal aggregation pricing at a
later time.
• There also was clarification regarding how the consultant is paid through the
electric usage agreement.
• There was a discussion regarding the process in which a resident may return to
ComEd if they are between suppliers and time frame related to that term before
obtaining the Village rate.
Mr. Boros of 1808 Azalea Lane spoke. He expressed concern about the Village going
alone and how other communities worked together to place their bid.
Dale Drazen of 220 Hatlen spoke. She is on the Library Board and was concerned
about how the aggregation process impact on the library since it is part of a Municipal
Library district which benefits from the free power available to Village facilities.
Assistant Manager Strahl stated that he is confident the Village would get a
competitive rate even though it is bidding for electrical service by itself. The Village did
not participate in a group bidding with the other surrounding communities because it was
not invited. He also stated that the aggregation contract would still allow for free
electricity to the library.
Consensus of the Village Board was to not include a civic contribution as part of the
pricing structure and consider the bids once received considering the term and
percentage of green power.
