Published in pamphlet form by authority of the corporate authorities of the Village of Mount Prospect, Illinois, the 5th day of February , 1986, ORDINANCE NO. 3604 AN ORDINANCE APPROVING AND AUTHORIZING A PLANNED DEVELOPMENT AND EXPANSION OF THE AREA COMMONLY KNOWN AS THE RANDHURST SHOPPING CENTER FOR DEVELOPMENT OF TWO DEPARTMENT STORES~ THREE OFFICE BUILDINGS AND A RESTAURANT IN THE VILLAGE OF MOUNT PROSPECT, ILLINOIS WHEREAS, the Rouse Randhurst Shopping Center, incorporated, with offices at 999 North Elmhurst Road, Mount Prospect, Illinois the Petitioner, herein, has made application for a planned development for the purpose of adding to and expanding an existing shopping center located on property commonly known as the Randhurst Shopping Center, for use in constructing two department stores, three office buildings and one free-standing restaurant; said property being situated within the Village of Mount Prospect, Illinois~ and WHEREAS, the Subject Property is legally described on the Exhibit A attached hereto and made a part of this Ordinance by reference~ and WHEREAS, the Subject Property is presently part of a regional shopping center development, zoned and classified in the B-3 Business, Retail and Service District, and Petitioner seeks to expand such shopping center to add thereto an additional 323,000 square feet of shopping center area by the construction of two department stores containing approximately 67,000 and 80,000 square feet respectively, the construction of three office buildings, containing approximately 50,000 square feet, 54,000 square feet and 67,000 square feet respectively and having a maximum height (including that roof area used for heating and air conditioning equipment) of not to exceed 65 feet or four stories, whichever is the lesser; and by the construction of a free- standing restaurant having approximately 5,000 square feet of building area~ and WHEREAS, said development is set forth and contained in the Site Plan a copy of which is attached hereto as Exhibit B, and conceptual landscape plan, a copy of which is attached hereto as Exhibit C, and made a part of this Ordinance by reference; and WHEREAS, Petitioner seeks approval of this planned develop- ment including the building height for the three proposed office buildings pursuant to the provisions of Article XXV of Chapter 14 of the Village Code of Mount Prospect, Illinois; and WHEREAS, a public hearing was held on said petition (desig- nated as Case No. ZBA-75-SU-85) before the Zoning Board of Appeals of the Village of Mount Prospect on the 19th day of December, 1985, pursuant to due and proper notice thereof published in the Mount Prospect Herald on the 2nd day of December, 1985; and WHEREAS, the Zoning Board of Appeals has submitted its findings and recommendations to the Village to grant the said planned unit development for expanded shopping center uses including the requested building height for the three proposed office buildings, and in accordance with the Site Plan as attached hereto; but subject to the following conditions, to wit: The internal water main system shall be expanded and looped along the North property line of the Subject Property within the Euclid right-of-way area. A landscaping phasing schedule shall be submitted to and approved by the Village with respect to the implementation of landscape improvements concurrently with the three phases of development proposed for this expansion in conformance with Exhibit B. 3. The office buildings shall be of the same basic style, design and materials in genetal conformance with Exhibit D. The restaurant shall be located along Kensington Road and shall be set back a minimum of 73 feet from the road right-of-way. 5. The number of parking stalls within the office area shall be not less than 244. The perimeter road within the shopping center shall be better identified and delineated pursuant to certain traffic related improvements to be approved by the Department of Planning and Zoning and to include the placement of no stopping/standing signs along Euclid near Jewel consistent with the authority of the State of Illinois Department of Transportation and along the East Drive to reduce the impact of trucks on trafficand residents; the construction of landscape islands every third row to delineate the perimeter road; the improve- ment of pavement markings and directional signs; the enlargement of the landscaped diverter at North Drive along Elmhurst Road; and the accomplishment of a program of monitoring traffic on the North Drive along Elmhurst Road to determine if physical changes are needed to preclude left turns out of the Drive; and WHEREAS, the President and Board of Trustees have considered the Petition and the findings and recommendation of the Zoning Board of Appeals and have determined that the Subject Property complies with the standards set forth in Articles VII and XXV pertaining to special uses and planned developments of Chapter 14 of the Village Code of Mount Prospect, Illinois, and that the best interest of the Village of Mount Prospect will be obtained by the adoption of the necessary ordinance to approve and authorize the same. NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, AS FOLLOWS: SECTION ONE: incorporated herein board of Trustees of The recitals set forth hereinabove are as findings of fact by the President and the Village of Mount Prospect. SECTION TWO: The planned unit development for the Subject Property as set forth and contained in the attached Site Plan, and providing for a three phase development of two department stores, with proposed areas of 67,000 square feet and 80,000 square feet respectively, three office buildings with proposed areas of 50,000 square feet, 54,000 square feet and 67,000 square feet to be built to a height of not to exceed 60 feet or four stories, whichever is lesser, and a free-standing restaurant containing a proposed area of 5,000 square feet, is herein approved, and said planned development is hereby authorized subject to inclusion of and the accomplishment of those con- ditions as hereinabove specified as a part of the recommen- dations of the Zoning Board of Appeals. SECTION THREE: That as an additional condition to the approval of this Planned Unit Development, building permits for all three (3) phases of development, as granted herein, shall be applied for in accordance with the Codes of the Village and issued by a period not to exceed ten (10) years of the date of the adoption of this Ordinance. - 2 - SECTION FOUR: The landscape materials to be installed along Euclid Avenue shall include trees, a minimum of 10-12 feet high, to better screen the residential area to the North of Euclid Avenue. SECTION FIVE: A Planned Unit Development for signs shall be requested and approved by the Village to address the signs throughout the subject property. SECTION SIX: That this Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet forTM as provided by law.
