DAHLBERG, CHIEF OF POLICE CHF 12 -44 CONTROL NUMBER moo. ►a � s� SUBJECT: 2012 POLICE DEPARTMENT VEHICLE REPLACEMENT DATE: APRIL 11, 2012 REQUEST TO PURCHASE NINE (9) 2013 FORD UTILITY POLICE INTERCEPTOR AWD MARKED PATROL SQUAD CARS Background Information on the Marked Police Squad Car Fleet In 2000, the police department began purchasing Ford Crown Victoria Police Interceptor marked patrol squad cars as replacements for the discontinued Chevrolet Caprice squad cars. The department completed the transition to an all Ford fleet of marked patrol squad cars the following year. Since 2001, all but a select number of marked patrol vehicles have been the Ford Crown Victoria Police Interceptor. The Ford Interceptors proved well suited to police patrol operations. Additionally, Public Works mechanics were satisfied with the Ford's durability and reliability, as well as with the warranty and repair services provided by local Ford dealers. Ford Motor Company discontinued production of the Crown Victoria Police Interceptor in model year 2011. To fill the need to provide a product to meet the performance requirements of law enforcement, Ford now produces two (2) fully redesigned police pursuit rated vehicles, the Police Interceptor Sedan and the Utility Police Interceptor. In 2009, the police department moved to a three (3) year patrol vehicle replacement schedule from a two (2) year replacement program. This change was based upon current and anticipated mileage, vehicle condition and budgetary considerations. This change to a three (3) year replacement schedule has met the needs and expectations of both the Police Department and Public Works. With the scheduled replacement of nine (9) marked patrol vehicles in 2012 and based upon the three (3) year replacement schedule, the Police Department engaged in an in -depth assessment of all vehicle manufacturers offering a police patrol interceptor vehicle. For model year 2012, Ford, Chevrolet and Dodge offer vehicles which would meet this need. Staff's thorough assessment of these offerings concluded that the Ford Utility Police Interceptor would meet the needs of the department based upon interior room, drive -train style, anticipated mileage per gallon, and past history with this manufacturer's products. Page 1 of 4 MOUNT PROSPECT POLICE DEPARTMENT I CHF 12 -44 FORMAL MEMORANDUM I CONTROL NUMBER Available Police Pursuit Vehicles As indicated, three (3) manufacturers offer police pursuit rated vehicles; Chevrolet, Dodge and Ford. Chevrolet offers the Impala Police Pursuit Interceptor with a base price of $21,688.30 and the Tahoe Police Pursuit Interceptor with a base price of $23,986.00; Dodge offers the Charger Police Pursuit Vehicle with a base price of $21,836; and Ford offers the Sedan Police Interceptor with a base price of $22,986.00 and the Utility Police Interceptor with a base price of $25,820.00. As indicated, these are the base costs for the vehicles reflecting governmental competitive bid pricing. In addition to staff physically inspecting and comparing these vehicles for officer comfort, ability to effectively and safely transport prisoners, accommodate and maintain key patrol equipment, and transport a second officer safely and comfortably in the passenger seat; staff compared the engine size, estimated miles per gallon rating of gasoline consumption, drive train style and the interior cubic feet available to officers. As indicated in the attached comparison of vehicles, the mileage per gallon of the Ford product is rated highest at 17 miles per gallon for city driving. Additionally, both Ford products provide an all wheel drive power train. The all wheel drive capability would offer significant benefit in winter driving when compared to rear wheel drive capabilities offered by Chevrolet Tahoe and Dodge, or front wheel drive capability of the Chevrolet Impala. Finally, the Ford Utility Police Interceptor provides 118.5 cubic feet of interior room. This is approximately 10.5 cubic feet more than the Chevrolet Impala Police Pursuit Interceptor and 14.5 cubic feet more than the Dodge Charger Police Pursuit Vehicle. However, the Chevrolet Tahoe Police Pursuit Interceptor interior space is slightly higher at 121.8 cubic feet. Interior space has become a key issue based upon the significant amount of equipment required in each patrol vehicle. Amongst this equipment is the mobile data terminal and mounting system, mobile video recording system, the in -car speed radar equipment, unitrol emergency lighting equipment, and patrol rifle. Additionally, sufficient interior space is necessary to safely transport prisoners. It was noted by staff that the Dodge and Chevrolet sedan products did not provide sufficient space for prisoner transportation. The utility style vehicle would allow patrol personnel sufficient room to maintain essential equipment as well as provide ample interior space for the officer to comfortably operate the vehicle, complete reports and use the mobile data terminal. Additionally, this style of vehicle would allow adequate room for a second officer to sit comfortably in the front passenger seat. This would be the case when recruit officers are trained by a police training officer or when a supervisory officer drives with a patrol officer for training purposes. Finally, the utility style vehicle provides sufficient space for prisoner transportation. Sedan style vehicles, such as those currently in use by the department, do not provide adequate space to comfortably or safely accommodate a mobile data terminal and mounting system without encroaching on front seat space designed for the passenger. Taking into consideration fuel economy, interior space, increased drivability in snow and icy conditions, higher clearance space, prisoner space, additional rear cargo space and positive past experience with Ford products, it is staff's recommendation to purchase nine (9) Ford Utility Police Interceptors. Page 2 of 4 MOUNT PROSPECT POLICE DEPARTMENT I CHF 12 -44 FORMAL MEMORANDUM Recommendation CONTROL NUMBER The department is recommending the purchase of nine (9) Ford Utility Police Interceptor patrol squad cars. The Ford Interceptor, in a police pursuit vehicle package, is available from Morrow Brothers Ford in Greenfield under the State of Illinois bid award (PSD #4017160) at a cost of $26,660 per vehicle. This price includes all vehicle options and freight. We are requesting the Village Board authorize the purchase of (9) Ford Utility Police Interceptor patrol squad cars from Morrow Brothers Ford at a total cost not to exceed $240,235 under the aforementioned competitive bid contract for police vehicles. The State of Illinois contract was awarded through a competitive bid process, and we are eligible to make purchases under the contract provisions. Funds for these nine (9) vehicles are available for this expenditure in vehicle replacement account #061.80.86.00.1.000.660.003, which is listed on page #279 of the 2012 Annual Budget. Delivery of these nine (9) vehicles will be in the summer of 2012. POLICE REQUEST TO PURCHASE ONE (1) 2013 FORD UTILITY POLICE INTERCEPTOR AWD VEHICLE Background Information on the Unmarked Staff Cars In 2012, the department is scheduled to replace one of its fleet of three (3) unmarked staff vehicles. The group of three staff vehicles include one 2008 Chevrolet Impala, a 2009 Ford Explorer equipped with all wheel drive and a 2007 Chevrolet Impala scheduled for replacement in 2012. The 2007 Impala, designated S -27, has logged over 70,000 miles as of the date of this memorandum. As with all department staff vehicles, S -27 is fully furnished with emergency response equipment and has been used throughout the past five (5) years on a regular basis by the Deputy Chief of Operations. As a fully equipped police vehicle, it is used to supplement patrol operations and respond to emergency calls for service. In an effort to provide additional storage space for command staff related equipment and to add an additional vehicle to the fleet capable of all wheel drive functionality, staff has investigated alternate vehicles which provide sufficient space while meeting the need to be a fully functional emergency response vehicle in varying weather conditions. It was staff's determination that the Ford Utility Police Interceptor all wheel drive vehicle would meet these requirements. The Ford Interceptor, in a police pursuit vehicle package, is available from Morrow Brothers Ford in Greenfield under the State of Illinois bid award (PSD #4017160) at a cost of $26,979 per vehicle. This price includes all vehicle options and freight. We are requesting the Village Board authorize the purchase of one (1) Ford Utility Police Interceptor patrol squad car from Morrow Brothers Ford at a total cost not to exceed $26,979 under the aforementioned competitive bid contract for police vehicles. The State of Illinois contract was awarded through a competitive bid process, and we are eligible to make purchases under the contract provisions. Funds for this vehicle are available for this expenditure in vehicle replacement account #061.80.86.00.1.000.660.003, which is listed on page #279 of the 2012 Annual Budget. Delivery of this vehicle will be in the summer of 2012. Vehicle Conversion Since 2009, the Police Department has employed the services of Ultra Strobe Communications of Crystal Lake for squad conversions. Additionally, the conversion involves the installation of new emergency lighting, mobile data computers with mountings, radios, mobile video recording systems and numerous other squad equipment items. In the Chicagoland area, there are only a limited number of installers who provide this service. In 2009, the department conducted a process of selecting a new vendor to provide this service. Based on cost and ability to meet department needs, Ultra Strobe Communications of Crystal Lake was selected. Attached for your review is a breakdown of equipment and cost per vehicle conversion. The LED light bars currently installed on patrol vehicles scheduled to be replaced will be reused resulting in a savings of approximately $1,650.00 per vehicle. With the reuse of equipment from replaced patrol squad cars, a savings of $4,696.00 per vehicle will be realized. These light bars incorporate LED technology and will remain in use for the next three (3) to seven (7) years. Recommendation Based upon costs, service and ability to promptly meet the needs of the department, it is staff's recommendation to utilize Ultra Strobe Communications of Crystal Lake for department squad car conversions and installations. In conclusion, it is requested that the bid process be waived to employ the services of Ultra Strobe Communications for the conversion and purchase of related installation equipment for nine (9) squad cars at a cost not to exceed $50,980.00 and one (1) staff vehicle at a cost not to exceed $7,990.00. Funds are available for this expenditure in account #061.80.86.00.1.000.660.003, which is listed on page #279 of the 2012 Annual Budget. Finally, at the direction of the Public Works Director, all vehicles replaced in 2012 will be placed into service by other Village departments or placed into auction.
