ROADSIDE MEMORIAL DISPLAYS
Unfortunately, tragedy too often strikes families, friends and sometimes communities
as a whole when a motorist or pedestrian loses his or her life in a traffic related
accident. Roadside memorials honoring the deceased are a common part of the
grieving process. Additionally, displays of recognition for individuals who succumb to
illness (especially young people) have become more commonplace.
The purpose of this discussion is NOT to prohibit such memorials or displays. Rather
it is to explore the establishment of some reasonable and sensitive regulations
regarding the location and time limits on such recognition efforts. Penalties or fines
are NOT contemplated as an outcome of this discussion. Allowing the Village the
ability to remove such displays after a reasonable time frame is the bottom line focus
of the discussion.
Appropriate staff will be present to answer questions and facilitate discussion.
V. 100 YEAR INCORPORATION OF MOUNT PROSPECT COMMISSION
The Village of Mount Prospect will celebrate its 100 year of incorporation in 2017 —
in 5 years. Mayor Irvana K. Wilks has suggested that a commission should be
established to properly celebrate this historical occasion in the Village. There is
precedence, because such a committee was appointed by former Mayor Gerald L.
"Skip" Farley to commemorate the 75 Anniversary.
Appropriate staff will be present to facility the discussion.
VI. ELECTRIC AGGREGATION REFERENDUM UPDATE
In 2010, the Illinois legislature gave villages a tool to help taxpayers save money.
The state gave municipalities the opportunity to seek competitive pricing for the
provision of electricity to residents and small businesses. In order to seek
competitive prices for electrical services in one contract, the village needed approval
from the residents through a referendum.
The referendum question read:
"Shall the Village of Mount Prospect have the authority to arrange for the
supply of electricity for its residential and small commercial retail customers
who have not opted out of such a program ?"
On March 20 the Referendum question was approved by a vote of 3,427 to 2,421.
Canvassing of the vote will be completed by the Cook County Clerks Office on April
10. The resolution certifying the referendum vote should be presented to the Village
Board for approval at the April 17 Village Board meeting.
With approval of the referendum, the village will take the following steps: (1) the
village will hold two public meetings; (2) will develop a governance plan; (3) must
solicit competitive pricing bids; and, (4) if the bids reflect lower prices than the
current ComEd pricing at the time, the Village Board could approve agreements that
would initiate the program for residents and businesses to secure reduced electric
rates. It should be noted that residents will still have the choice to "opt out" of any
negotiated program the village establishes.
Assistant Village Manager, J. David Strahl will provide an oral update of next steps
and articulate a tentative timeline for moving forward. (no back up material)
