HomeMy WebLinkAbout06/08/2002 CWC minutes COFFEE WITH COUNCIL Saturday, June 8, 2002 09:00 a.m. 2nd Floor Conference Room, Village Hall Meeting convened at 9:00 AM. Those present: Michaele Skowron, Irvana Wilks, Michael Zadel, Mayor Farley, Village Manager Michael Janonis, and Fire Chief Mike Figolah. Residents in Attendance: David Schein Ramon Rubio Carol Tortorello Senator Kathy Parker 512 South NaWaTa 412 North Elmhurst 223 S. Elmhurst Ave. 191 Waukegan Road, Suite 204, Northfield, IL. 60093 Senator Parker stopped by to say hello and answer any questions the Board or residents may have. Several questions were asked regarding passage and adoption of the State budget. Senator Parker explained that they are reporting back to Springfield on Monday to cut more expenses from the budget. She went on to explain that she was not aware of where the possible reductions may come from. Mayor Farley asked Senator Parker about the Illinois Department of Transportation's (IDOT) policy regarding jurisdictional transfers. The Mayor went on to express his concern that this policy creates an unfounded mandate on the local jurisdiction. The jurisdictional transfer occurs when the state improves secondary marls, but then transfers future maintenance to the local municipality. Senator Parker asked for these details in a written format so that she could investigate this matter. The Village Manager will follow-up with Senator Parker. Ramon Ruble asked Senator Parker about the new fee associated with the state licensing of plumbing contractors. Senator Parker stated that she was unaware of this practice. Village Manager Janonis shared an e-mail from a Board Member of the Mount Prospect Townhome Association asking for the Village to do something about the fumes emanating from Parenti & Rafielli (P& R). Mr. Janonis went on to explain that this is an on going issue between the two parties. Chief Figolah explained that he became involved in this matter on June 6 when the same complainant called 911 because of the fumes. Chief Figolah met with Parenti & Rafielli management regarding the issue. They indicated that they are in full state and federal Environmental Protection Association compliance. Additionally, last week P& R stopped their 2~a shift spraying activities because of the summer time and neighbors' windows being open. hey are looking into increasing the height of their exhaust stacks so as to possibly mitigate the odors in the immediate neighborhood. P & R is also watching for new products with decreased fumes as they become available, but these products are not currently available. Mr. Janonis provided an update on the Central Road street lighting project. He indicated that this project's completion is critical because of the nearing 4t~ of July parade. Unfortunately the Village is at the mercy of the utility companies' schedule. Progress is being made and there is hope that the lawn restoration will be completed a couple weeks before the 4th so that the lawn will be in a condition to accept the heavy traffic. Public Works continues to work on coordinating a completion. The Village Manager also reported on the Prospect Avenue road project. He stated that this project would be completed in time for the 4th of July parade. David Shein asked about the status of the train station coffee vendor's renovation. Mr. Shein went on to express his concern that the renovation work is not being performed. The Village Manager commented that Mr. Cooney is aware of this issue and is looking into. Mr. Shein went on to express kudos' to Sandy Clark and Wally Schultz for helping out with his trees that needed trimming. They quickly responded to his call with a professional and friendly service. Carol Tortorello asked about the proposed footprint of the new village hall. A brief discussion ensued regarding the newly designed plan. The meeting was adjourned at 10:30 am.
