Northwest Highway Mount Prospect, Illinois 6005E BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES February 6„ 2012 Public Safety Building Fire Department Conference Room Chairman Busse called the meeting to order at 5:37 p.m. Roll Call: George Busse, Chairman Michaele Skowron, Commissioner James Powers, Commissioner Mark Busse, Commissioner Absent: Charles Bennett, Commissioner Also Present: George Wagner, Attorney John K. Dahlberg, Chief of Police John Malcolm, Fire Chief Phone 847/870 -5656 APPROVAL OF MINUTES A motion was made by Commissioner Skowron and seconded by Commissioner Powers to accept the minutes of the January 3, 2012, Open Session Meeting. Roll Call: Ayes: Skowron, Powers, M. Busse Nays: None Abstain: G. Busse Motion Carried A motion was made by Commissioner M. Busse and seconded by Commissioner Skowron to accept the minutes of the January 23, 2012, Special Meeting. Roll Call: Ayes: G. Busse, Skowron, Powers, M. Busse Nays: None Abstain: None Motion Carried CITIZENS TO BE HEARD No one in attendance. The Board agreed to change the order of the agenda to accommodate the Fire Chief's request to discuss the BOFPC Rules and Regulations revisions after Closed Session. POLICE DEPARTMENT UPDATE Chief Dahlberg reported the department's sworn strength is currently at 83, with an authorized strength of 82. The Chief provided a brief staffing update, which included a report on the probationary officers and the newest officer currently attending PTI Academy. FIRE DEPARTMENT UPDATE Fire Chief Malcolm briefly reported on staffing and department activities. OPEN MEETINGS ACT TRAINING Chief Dahlberg discussed the new Open Meetings Act training requirement for all members of boards and commissions. The Village will make available their computer room for the BOFPC meeting to allow members to complete the training. Everyone present agreed to meet on March 5th at 5:30 p.m. and if any members cannot attend the meeting, training will be available online. BOFPC Minutes 02/06/12 Page 1 CLOSED SESSION A motion was made by Commissioner Skowron and seconded by Commissioner Powers to go into Closed Session under personnel 5 ILCS 120/2 (c)(1) and to approve minutes at 6:04 p.m. Roll Call: Ayes: G. Busse, Skowron, Powers, M. Busse Nays: None Abstain: None Motion Carried The Board returned to closed session at 6:08 p.m. with everyone in attendance from the prior session. OTHER BUSINESS Chief Dahlberg presented an e-mail from candidate #5 on the August 10, 2011, Police Officer Eligibility List informing the department she was no longer interested in a position with the Mount Prospect Police Department. The Board acknowledged receipt and Chairman Busse signed the letter responding to her e- mail. At this time, Chief Dahlberg excused himself from the meeting at 6:10 p.m. REVIEW AND CONSIDER APPROVAL OF AMENDMENTS TO THE BOARD OF FIRE & POLICE COMMISSIONERS RULES AND REGULATIONS Prior to the meeting, members of the Board received a redlined version of the Board of Fire & Police Rules and Regulations for their review. Chief Malcolm introduced Attorney George Wagner who was present to review and answer any of the Board members questions. The majority of the amendments were changes to the fire testing process due to the Firefighter- Hiring Bill, Illinois Public Act 97 -0251, and some minor changes for clarification and consistency of language. After a lengthy discussion, the Board agreed to have Attorney Wagner make the revisions discussed and prepare the document for the March BOFPC meeting. Chief Malcolm briefly discussed the timeline for the approval of the amendments, testing process and location for this year's test. Chairman Busse reminded the Board about the "Officer of the Year" awards and reception tomorrow night at 7:00 p.m. With no further business, a motion was made by Commissioner Skowron and seconded by Commissioner M. Busse to adjourn the meeting at 8:08 p.m. Voice Vote: Ayes: G. Busse, M.
