Mayor's Report 02/07/2012PROCLAMATION "BLACK HISTORY MONTH" FEBRUARY, 2012 WHEREAS, during National African American History Month, we honorthe achievements and celebrate the rich heritage of African Americans; and WHEREAS, in 1926 Carter G. Woodson initiated Negro History Week, which, in 1976, was expanded to the entire month of February to recognize and celebrate contributions of African - Americans to our nation's culture and history; and WHEREAS, throughout our Nation's History, African Americans from all walks of life have offered their talents to the betterment of American Society. Through their extraordinary accomplishments, these leaders helped bring our Nation closer to fulfilling its founding ideas; and WHEREAS, to honor the efforts of women of African descent who have played a myriad of roles in helping shape our nation the 2012 Black History Month theme is "Black Women in American Culture and History." Phillis Wheatley, Harriet Tubman, Ida B. Wells, Rosa Parks and many others have enriched our Nation through their leadership, patriotism, intellect and artistic expression; and WHEREAS, throughout "Black History Month," we celebrate the many contributions African Americans have made to our Nation, and we are reminded of their courage in their struggle to change the hearts and minds of our citizens. NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim February, 2012 as "BLACK HISTORY MONTH" and I encourage all individuals to take advantage of opportunities to educate themselves and raise awareness and appreciation of the history and contributions of African - Americans to our great nation, while striving to eliminate even the most minute evidence of discrimination towards all individuals. WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER MICHAEL JANONIS DATE: FEBRUARY 1, 2012 SUBJECT: COST PLUS WORLD MARKET 151 E. EUCLID AVENUE REQUEST FOR A NEW CLASS "P -2" LIQUOR LICENSE On January 19, 2012 the Village Manager met with District Manager Jeff Hill and Store Manager Mr. Dan Krysh, regarding Cost Plus World Market request for a Class P -2 liquor license at their newly constructed Randhurst Village location. The "Class P -2" designation provides for the sale of package beer, wine and spirits in a secondary package setting. Previously, the Village's Liquor Code (Chapter 13) did not provide for an unlimited (annual) sampling permit. On December 20, 2011 the Village Board amended Chapter 13 and created such a permit. There are over 258 Cost Plus World Market stores nationwide with 12 locations in Illinois. The first World Market open in 1958 and since its opening more than five decades ago, the company's product categories have expanded to include: furniture, pillows, lamps, floor and window coverings, frames, baskets, garden, collectibles, tabletop and kitchen accessories, along with gourmet foods and wines. The Randhurst location total building square footage is 18,300 square feet with the food and gourmet area being 1,700 square feet. The Village Manager reviewed with Mr. Hill and Mr. Krysh the Village's particular sensitivity to the sale of alcohol to minors. Mr. Hill indicated that Cost Plus World Market will implement a sophisticated infra red scanner at the Randhurst location which will capture driver's license information quickly and accurately. Cost Plus World Market also has an extensive in -house training curriculum that all associates must pass outlining procedures and responsibilities as they relate to the sale of alcohol. Mr. Janonis also covered the Village's Fight Ordinance requirements with Mr. Krysh who indicated that he would complete a certified liquor servers' course as a condition of issuing the license. The Village Manager indicated that Mr. Krysh was responsible for the actions of all employees and managers. A completed application as well as all other required documentation is on file. Mr. Krysh has submitted to a background check and fingerprints in association with the Cost Plus World Market liquor license. As required by the Liquor Code all managers and individuals involved with the sale and service of alcohol must complete a certified liquor servers training course. If the Village Board views this application favorably, an Ordinance creating a new Class "P2" License would need to be adopted. MICHAEL E. JANONIS Village Manager ORDINANCE NO. Said list is hereby amended by increasing the number of Class "P -2" Liquor Licenses by One (1) COST PLUS INC. D /B /A WORLD MARKET at 151 E.
