JANONIS FROM: SUPERINTENDENT OF STREETS & BUILDINGS DATE: MAY 30, 2002 SUBJECT: 2002 CRACK SEALING AWARD BACKGROUND As part of our preventive maintenance program for our streets, we annually select streets crack sealing. We select streets that have been paved in the last 4-5 years. At 4-5 years after paving, the pavement has transverse cracks, which generally span the width of the street, as well as longitudinal cracks, which generally span the length of the pavement. We seal these cracks to prevent further deterioration of the street, thereby extending the life of the pavement. In order to contain the costs of such services and material, we enter into a joint contract through the Northwest Municipal Conference (NWMC) for this program. Last year we experienced an unusual amount of crack filler failure. The contractor, Scodeller Construction, Inc., cleaned up the excess material from the streets in April, and is filling the failed areas with new material today, May 30th. (Crack Sealing Failure memo attached) BID RESULTS Bids were received by the NWMC for the proposed 2002 Crack Sealing Contract and evaluated. Last year, the Village paid $1.014 per pound for crack sealing material installed. This year the lowest responsible bidder was SKC Construction, Inc. at $.969 per pound; a decrease of $.064 per pound. (Last year's bidder Scodeller Construction did not bid) A NWMC administrative fee of $.02 per lbs. is included in this price as in the past. Two bids were received, and bid results are as follows: Bidder Price per lb. SKC Construction, Inc. $ .949 Bekm Construction $1.07 age two 2002 Crack Sealing Award May 30, 2002 DISCUSSION SKC Construction, Inc. is an IDOT approved contractor and currently has an IDOT Crack Sealing contract. Based on IDOT's approval, the NWMC review panel awarded the contract to SKC Construction, Inc. as the low successful bidder for the 2002 Crack Sealing contract. Funds for this proposed contract are, in the current budget on page 213- account code #0505104- 540515 in the amount of $43,470 and on page 217- account code 0015108-540515 in the amountof$6,620. The total budget amount for the 2002 program is $50,090.00. Our quantities of crack sealing will be monitored so that the total expenditure does not exceed the budgeted amount. RECOMMENDATION I recommend acceptance of the lowest bid as submitted by SKC Construction, Inc. for an amount not to exceed $50,090. concur: Gle/~ R. JOINT PURCHASE 2001 CRACK SEALING PROGRAM FAILURES Every year the Village crack seals streets that were resurfaced four or five year's prior. This annual contract is let through the N.W.M.C. Last year's contractor was Scodeller Construction, and the program was done in mid September. As you know, this past winter was a very mild one. We only had two major storms during wtfi.ch the temperature never dropped below freezing and actually rose during the storm. Following the first major snowplowing operation we noticed an unusual amount of crack sealer failure on seven of the eighteen streets that were sealed. While the failures were minimal on each street, we experienced similar failures following the second major snowstorm. A complete re-inspection of the eighteen streets crack sealed was completed after the second storm, our inspection revealed that the majority of ali the cracks still had sealer in the cracks. The problem was the contractor lef~ too much excess material 6n the surface over the crack, which was then sheared offby the snowplows. I contacted the N.W.M.C. who had received similar calls from other villages that participated in last year's program they had put Scodelier on notice of the failures. I was instructed to call the pavement-sealing contractor directly to inform them our particular problem. Pete Scodeller of Scodeller Construction agreed to send a crew out in April to clean the streets of the failed material and return as soon as weather permits to replace the failed areas.
