At 7:41, after the Commission heard Case No. PC-19-01, Ms. Juracek introduced Case No. PZ-01-02, a request to subdivide two lots to create three lots of record. She explained that this case would be Village Board final. Suzanne Mas6, Long Range Planner, introduced the staff memorandum for the case. The petitioner is seeking to resubdivide two lots and create three lots of record. The subject property is located at the southwest comer of Euclid Avenue and Burning Bush Lane. The property owners are subdiving their lots (lots 1 and 2) to create a new lot (Lot 3) at the south end. Consolidating the subdivided portions of lots 1 and 2 creates Lot 3. Ms. Mas6 explained that the proposed plat of resubdivision seeks to create three lots of record. The plat and new lots comply with Development Code requirements and the petitioner is not seeking relief from the Development Code or the Zoning Ordinance. Ms. Mas6 reported that the proposed plat of subdivision is complete and has been prepared in accordance with the Development Code requirements. Therefore, staff recommends approval of the Sabina Plat of Resubdivision, for the property located at 1825 East Euclid, Mount Prospect Case No. PZ-01-02. The petitioner, Dingo Zgrabljic of 12320 Lakeview, Huntley, Illinois came forward. He explained that is request is similar to a subdivision done previously at the southeast comer of Euclid and Burning Bush, directly across the street from these properties. He plans to build one single family home on the new property. They are providing sewer and water for these properties for the vacant lot and one existing home. There will only be one new home on lot 3; the newly created lot. lanning & Zoning Commission PZ-01-02 Arlene Juracek, Chairperson Page 2 CORRECTED Cindy Young, 1903 Ivy Lane came forward. She is an adjacent resident. Ms. Young stated her concerns regarding the properties not selling on the opposite side of Burning Bush and the maintenance of the vacant lot. She is also concerned about future development subdividing the remaining lots on Euclid, which are also as deep as the subject properties, which would require an access road. Ms. Young is concerned about the effect of this development on her neighborhood and the increased population and traffic. She requested that the Commission considered how the new development would change the character of the neighborhood. Lillian Hoffman, 1100 Burning Bush, came forward and expressed her concerns regarding the size of the home. The previous project on east side of Burning Bush included larger homes that she felt did not fit in with the neighborhood. She also expressed concerns about flooding on the lot at 1104 Burning Bush which abuts the new lot 3. Mr. Cotten asked staff if the subject properties were in a flood plain. Ms. Mas6 stated they were not. Ms. Joan Puzzo, 1907 Ivy Lane, asked the size of the new lot. Ms. Juracek explained that the new lot being created was 100 x 200, a 20,000 square foot lot, and remarked that is still larger than some neighboring lots, and there will only be one new home on the lot. Mr. Rogers clarified that the size of the new lot is about ½ of an acre while the lots on Ivy Lane and others nearby are approximately ¼ of an acre. Mr. Zgrabljic returned to explain that the new home will be approximately 3,200 square feet and will meet all the bulk regulations and zoning requirements. He will only own lot 3; lots 1 and 2 have separate ownership. Mike Leone, 1903 Ivy Lane came forward and expressed his concerns with the size of the new home and how it may block sunlight from the adjacent yards. Ms. Juracek clarified that the commission is only making a recommendation on the lot created by the plat and that no building or construction is being considered. She further explained that if the proposed building did not meet the zoning requirements, the petitioner would then return to the Planning and Zoning with a separate request which would then be the proper forum to address these concerns. Ms. Juracek closed the public hearing at 8:13. Merrill Cotten moved to approve the request to subdivide two lots to create three lots of record for Case No. PZ-01-02. Joseph Donnelly seconded the motion. UPON ROLL CA-LL: AYES: Cotten, Donnelly, Floros, Rogers, Sledz, Youngquist and Juracek NAYS:None Motion was approved 7~0. At 8:55 p.m., after hearing three more cases, Richard Rogers made a motion to adjourn, seconded by Joseph Donnelly. The motion was approved by a voice vote and the meeting was adjourned.
