MAYOR'S REPORT 5/7/02 PR 0 CLAMA TION "SENIOR CELEBRATION DA Y' MAY I$, 2002 · WHEREAS, the skills, talents and experiences of senior citizens are untapped resources in many communities and intergenerational cooperation promotes efficient use of human resources; and WHEREAS, community education promotes the use of community resources, community volunteers in schools, senior citizen centers and community agencies, and maximizes the use of human resources to provide educational opportunities for residents of all ages; and WHEREAS, the goal of community education is to promote a sharing, caring, learning community; and WHEREAS, senior citizens have earned our respect and recognition for their past accomplishments, and their present and.future contributions; and WHEREAS, "Aging: A Wealth of Experience and Diversity" is the theme of Senior Celebration Day, co-sponsored by the High School District 214 Community Education Program and the Village of Mount Prospect, to encourage and develop programs and activities to meet the needs of all the residents in High School District 214 and the Village of Mount Prospect. NOW, THEREFORE, I, Gerald L. Farley, Mayor of the Village of Mount Prospect, do hereby proclaim May 15, 2002 as "SENIOR CELEBRA TION DA Y" in Mount Prospect. Furthermore, I call upon the residents of High School District 214 as well as the residents of Mount Prospect to recognize and celebrate the bonds and partnerships they have formed, and the sense of community they have strengthened through community education programs. PR 0 ¢£AMA TION "SAVE A LIFE WEEK" MAY19 - 25, 2002 WHEREAS, Save a Life Foundation's mission is to heighten public awareness and train individuals in Basic £ife Saving techniques for emergency situations; and WHEREAS, the administration of Basic Life Saving techniques, including Cardiopulmonary-Resuscitation (CPR) and Automatic External Defibrillation (AED), helps maintain life until professionals arrive, thus significantly reducing deaths and disabling injuries; and WHEREAS, Save a Life Foundation, in conjunction with Fire/Police/ Emergency Medical Services Professionals, institutes the training of Basic Life Saving First Aid techniques to school age children and adults. PROCLAMATION "NATIONAL PUBLIC WORKS WEEK" MA Y 19-25, 2002 "COMMITTED TO OUR COMMUNITIES" WHEREAS, the services provided by the Public Works Department in our community, are an integral part of our citizens' everyday lives; and WHEREAS, the support of an understanding and informed community is vital to the efficient operation of a public works system and its manyprograms relating to water, sewers, streets and highways, public buildings, public grounds, solid waste collection, recycling, trees, and snow removal; and WHEREAS, the quality and effectiveness of these facilities, as well as their planning, design and construction are dependent upon the efforts and skills of public works officials; and WHEREAS, the efficiency of the qualifted and dedicated personnel who staff public works departments is materially influenced by the people's attitude and understanding of the importance of the work they perform; and WHEREAS, the Mount Prospect Public Works Department will have an Open House on Saturday, May 18, 2002, between the hours of 9:00 a.m. and l:OO p. m., to acquaint the residents of Mount Prospect with the many services provided by the Public Works Department, and to allow those residents to see the many ways the Department lives this year ' s theme daily, by "Committed to Our Communities." MA UREEN HA GER FOR SERVICE TO THE VILLAGE OF MOUNT PROSPECT WHEREAS, in 1996, the Village of Mount Prospect was fortunate to receive DR. MAUREEN HAGER as superintendent of Mount Prospect School District 57, which serves approximately 1,900 students within Mount Prospect and a portion of Arlington Heights; and WHEREAS. DR. MAUREEN HAGER has dedicated some 27 years to educating and guiding students in neighboring Arlington Heights and Mount Prospect, serving as a classroom English teacher, reading specialist, middle school principal, elementary school principal, assistant superintendent for curriculum instruction, and superintendent; and WHEREAS, DR. MAUREEN HAGER has been a tremendous asset to the community by donating her skills and countless hours to the Rotary Club of Mount Prospect, the North Cook Intermediate Service Board, and the First in the World Consortium for Math and Science, among others; and WHEREAS, DR. MA UREEN HAGER has contributed greatly to District 57 by spearheading the Mount Prospect CHARACTER COUNTS! program and encouraging the entire community to embrace the Six Pillars of Character, by working tirelessly to upgrade District 57's technology plan by overseeing efforts to provide internet access to every District 57 classroom, and by improving the educational program which resulted in the prestigious distinction of having 87 percent of District 57 students meet or exceed state standards in 2001, as measured by the Illinois Student Achievement Tests. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby acknowledge and recognize DR. MAUREEN HAGER for her years of service to the the Village and hereby express our best wishes for a successful future as she continues her career as Superintendent of North Shore School District 112 in Highland Park, Illinois. SHIRLEY SMALLEY recognized the importance of education and devoted herself to educating our country's youth for some thirty-seven years, during which she held positions of science teacher, assistant principal, principal, assistant superintendent of educational service and superintendent, including eight years at River Trails School District 26; and WHEREAS, DR. SHIRLEY SMALLEY was warmly welcomed as a resident of Prospect Heights in 1994 when she accepted the position of Superintendent of River Trails School District 26, an elementary district serving approximately 2.000 students from northern Mount Prospect and Prospect Heights; and WHEREAS, during DR, SHIRLEY SMALLEY's tenure with River Trails School District 26. significant improvements were instituted in the general curriculum, special education and English as a Second Language (ESL) programs, benefiting all children of District 26. no nlatter what their educational needs. Also, a number of important capital improvement projects at each of the three district schools were completed, thus enhancing the educational enviromnent of the schools and improving student and teacher safety. Finally, the district's financial condition is strong; and WHEREAS, DR, SHIRLEY SMALLEY immersed herself in the betterment of not only School District 26, but the Mount Prospect community as well, by becoming an active member of the River Trails Education Foundation Board of Trustees, the Mount Prospect Rotary Club, and the Mount Prospect Chamber of Commerce, and numerous professional organizations; WHEREAS, the Village of Mount Prospect has been the recipient of immeasurable service fi'om DR. SHIRLEY SMALLEY, and express their gratitude for her dedication and contributions. Farley Mayor Velma ~ Lowe Village Clerk Village of Mount Prospect Mount Prospect, Illinois INTEROFFICE MEMORANDUM TO: FROM: DATE: SUBJECT: MICHAEL JANONIS, VILLAGE MANAGER DIRECTOR OF FINANCE MAY 1,2002 POTENTIAL REDUCTION IN STATE INCOME TAX AND PHOTOPROCESSING TAX PURPOSE: To introduce a resolUtion for the Village Board's consideration which states our opposition to any attempt by the State to reduce local governments' share of the state income tax and photoprocessing tax. BACKGROUND: Prior to 1995, the State of Illinois shared with local governments one-twelfth of its state income tax receipts. In 1995 the distribution was increased to represent one-eleventh of the total receipts. In 1996 the distribution was increased to representone-tenth ofthetotal tax receipts, where it has remained. Mu ni¢ipalities have received a portion of the state photoprocessing tax since approximately 1995 as well. DISCUSSION: Our share of the state income tax and photoprocessing tax represent a significant revenue source for the General Fund. In 2001 we received $4,050,000 in income tax receipts and $127,000 in photoprocessing tax receipts. As you have read and heard, state and local governments nationwide are experiencing fiscal difficulties due to the softened economy. The State of Illinois is no exception, with the proposed budget showing a deficit of over $1 billion. To help reduce the deficit, the State is considering reducing the local share of the state income tax from one-tenth to one- eleventh of total receipts and to eliminate the local distribution of the photoprocessing tax. If this action is taken, the Village of Mount Prospect will stand to lose $380,000 of state income tax receipts and $127,000 in photoprocessing tax receipts. otential Revenue Reductions May 1, 2002 Page 2 While I'm sure we all sympathize with the State's budget woes, local governments are not isolated from falling revenues and budget shortfalls. As you recall, we had to make some serious cuts in the 2002 budget in order to balance revenues and spending, including the elimination of our $500,000 transfer to the Capital Improvements Fund. The forecast for 2003 shows an operating deficit of $724,000. The shorfall would be over $1.2 million if the State follows through with its plan to reduce the income tax and photprocessing tax distributions to local governments. It does not seem fair that the State would reduce their budget deficit by increasing deficits of local governments. Attached hereto is a resolution which the Illinois Municipal League is strongly encouraging municipalities to adopt that states our opposition to any efforts to reduce the state income tax allocation and eliminate the municipal share of the state photoprocessing tax. RECOMMENDATION: It is recommended the Village Board adopt the resolution and direct staff to forward same to the Governor and local state representatives. DOUGLAS R. A RESOLUTION CONCERNING STATE INCOME TAX AND PHOTOPROCESSING TAX SHARED WITH MUNICIPALITIES WHEREAS, the Local Share of the Illinois Income Tax is one tenth or 0.3% of the 3% individual income tax and 0.48% of the 4.8% regular corporate income tax; and WHEREAS, a change to one-eleventh will reduce each and every Illinois municipality's revenue by approximately $6.75 per person, per year; and WHEREAS, the $84 million per year received by the State of Illinois from this reid on the historic local share of state income tax will not significantly solve or ameliorate a state budgetary hole of at least one billion, two-hundred million ($1,200,000,000) which is over fourteen times the eighty-four million ($84,000,000) local government takeaway; and WHEREAS, municipalities, since the adoption of sales tax reform in 1986 have received money from the state sales tax raised from photoprocessing; and WHEREAS, that photopmcessing revenue is distributed to municipalities at the rate of approximately $2.10 per person, per year or about $26 million per year; and WHEREAS, municipalities have suffered just as severe a loss of income tax revenue from the faltering economy and the recently enacted Federal Economic Stimulus package; and WHEREAS, municipalities have already been required to make bUdgetary cuts to accommodate lowered revenues from income tax, sales tax, motor fuel tax and utility tax; and WHEREAS, proposals before the Illinois General Assembly have suggested that the local one-tenth share of the state income tax be reduced to a one-eleventh share and that the photoprocessing tax sharing with municipalities be abolished; and WHEREAS, those changes would reduce local revenues by a total of $8.85 per person, per year for a total loss of $110 million 'per year statewide or $498,000 to the Village of Mount Prospect; and Page 2/2 State Income Tax WHEREAS, Illinois municipal officials feel the General Assembly, by taking this action, would be reneging on a longstanding, mutually beneficial partnership with Illinois municipalities. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Village of Mount Prospect assembled at its regular meeting of May 7, 2002 urges the Illinois General Assembly and Governor George Ryan to oppose efforts to reduce the local government share of the illinois Income Tax to less than the current one-tenth of net receipts and to abolish the sharing of State Photoprocessing Tax with municipalities.
