HomeMy WebLinkAboutRes 34-86 10/07/1986 RESOLUTION NO. 34-86 A RESOLUTION SUPPORTING FLEXIBILITY IN FEDERAL AID URBAN SYSTEM FINANCING WHEREAS, the Northwest Municipal Conference is a corporate organization representative of municipalities and townships chartered within the State of Illinois and the County of Cook; and WHEREAS, Article III, Section 20, of the Constitution of the State of Illinois, and Chapter 127, paragraphs 741 through 748 of the Illinois Revised Statutes, authorize and encourage intergovernmental association and cooperation; and WHEREAS, the public officials of the Northwest Municipal Conference represent thirty-six (36) local governmental bodies (including the Chicago Area Transportation Study Northwest Region) and a population of over 930,000 Illinois residents; and WHEREAS, the Surface Transportation Act of 1982 is due to expire on September 30, 1986 and the passage of the new Federal Highway Bill is imminent; and WHEREAS, the Bill will address the ratio of federal match to local contribution toward the planning, engineering and construction of federal aid urban system improvements and other federal highway improvements¡ and WHEREAS, the House version of HB-3169 does not include a provision for the option of underfinancing of FAUS improvements; and WHEREAS, underfinancing is an important tool that would allow state and local governments to provide a higher level of local contribution and thus stretch limited federal funds for greatest effectiveness. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTYr ILLINOIS: SECTION ONE: That as a member of the Northwest Municipal Conference, the Village of Mount Prospect does call upon the members of the House of Representatives Surface Transportation Committee and members of the House of Representatives to support the inclusion of flexibility of financing or "underfinancing" of federal funded highway projects in the new Surface Transportation Act. SECTION TWO: That copies of this Resolution be forwarded to the Northwest Municipal Conference for distribution to the appropriate agencies. SECTION THREE: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
