HomeMy WebLinkAboutRes 36-86 11/05/1986 RESOLUTION NOs 36-86 A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND JENSEN - OLDANI & ASSOCIATES, INCs WHEREAS, the corporate authorities of the Village of Mount Prospect have determined that a recruiting firm should be retained in order to obtain the best qualified candidates for the position of Village Manager of the Village of Mount Prospect¡ and WHEREAS, the corporate authorities of the Village of Mount Prospect have determined that it would be in the best interest of the Village to retain the firm of Jensen - Oldani & Associates, Inc. for the purpose of said recruitment. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor is hereby authorized to sign and the Clerk authorized to attest her signature on the Agreement between the Village of Mount Prospect and Jensen - Oldani & Associates Inc. for the purpose of recruiting the candidates for the position of Village Manager of the Village of Mount Prospect, which Agreement is attached hereto as Exhibit "Au. SECTION TWO: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. Prospects Il 60056 Dear Mayor Krause: We are pleased to present this proposal to conduct a search for the Village Manager for the Village of Mount Prospect. This proposal is based on previous discussions with you and the Board of Trustees and will outline our approach to conducting the search and provide estimates of time and casts. Conduct of the Search: Jensen-Oldani & Associates will initiate the search process by developing a comprehensive Recruiting Specification. This Specification will define the major duties and responsibilities. initial position priorities. experience, skills and abilities necessary to perform in the position and traits and personal characteristics desired in candidates for the position of Village Managers We will submit the Specification to you and the Board of Trustees for approval and/or modification and after obtaining agreement on the specifi- cation will begin recruiting efforts to identify potential candidates. These generally consist of but are not limited to: a} Direct informational mailings th roughout the count ry s to key associations/organizations b) Selected advertising in appropriate publications and associations identified through Jensen-Oldani research. professional c) Networking through various contacts and associations throughout the nation to identify prospective candidates who closely fit the recruiting specification profile. All aspects of the recruiting process contain the flexibility to be modi- fied to respond to the specific needs of the client. For instance, if the Village desired candidates with a strong general management background or only candidates from the local region, we will target the recruiting to achieve those resultss Suite bID. This telephone screening results in a group of semi-final candidates. usually twelve to fifteen which we will present in the form of a spread sheet synopsi s to the Board of Trustees for review and for authorization to travel to the candidates' home cHi es for in-depth i ntervi ews. These i ntervi ews are approximately four hours in length. While in the candidateis city. to the extent possible, we research the city and the general feeling towards the candidate!s organi- zation in the communitys At the conclusion of our home city interviews. we narrow the candidate list to fi ve or six fi na 1 i sts and conduct thorough references on thei r back- grounds. abilities and management styles. Written evaluations and refer- ence summaries are then presented to the Board of Trustees and arrangements are made to conduct interviews in Mount Prospect. We participate in those interviews to the extent desired by the client. Although employment negotiations with the finalists would be the responsi- bility of the Village Mount Prospect. we would help to establish the frame- work of negotiations by clearly identifying the requirements of the candi- date for the client and if requested, wi 11 serve as facil Hator duri ng negoti ati ons. Jensen-Oldani & Associates would be responsible for notification of all unsuccessful applicants at each stage of the process. Estimate of Time: A thorough nationwide search for a position at this level of visibility and responsibility usually takes from sixty to ninety days to identify, screen, eval uate and present qual Hied candidates. In this instance, we will initially base our fee on a salary of $55,000 and wil1 adjust our final billing to reflect actual starting salary. An initial payment of one-fourth would be made at the onset of the search, an additional one- fourth at the end of thirty days, and again at sixty days and the final one-fourth at the completion of the assignment. Expenses directly related to the search (printing, postage. advertising, consultant travel, etc.) will be billed monthly. All expenses must be verbally approved by a repre- sentative of the Village of Mount Prospect prior to expenditure and will be supported by receipt for reimbursement. The Village of Mount Prospect will be responsible for expenses associated with candidate travel for final interviews. These expenses would be paid directly to the candidates when supported by receipt. Mayor Carolyn Krause Page Th fee The Village of Mount Prospect will have the right to cancel the assignment at will but would be responsible for fees and expenses due to that point in the search. Guarantees: Should the candidate selected be terminated for cause or resign within one year. Jensen-Oldani & Associates would conduct a replacement search at no charge other than direct expenses. Summary: Jensen-Oldani & Associates would work this assignment on a team basis with Bruce Jensen serving as primary consultant, and Ellir. Spenser or Cliff Tingley, Senior Associates~ alSo assigned to the search.
