HomeMy WebLinkAboutRes 07-87 02/17/1987 7-87 A RESOLUTION SUPPORTING THE NORTHWEST MUNICIPAL CONFERENCE SOLID WASTE MANAGEMENT PLAN RESOLUTION NO. WHEREAS, the Northwest Municipal Conference is a corporate organization representative of municipalities and townships chartered within the State of Illinois and the County of Cook; and WHEREAS~ Article VII, Section! 0, of the Constitution of the State of Illinois, Chapter 127, paragraphs 741 through 748, of the Illinois Revised Statutes, authorize and encourage intergovernmental association and cooperation; and WHEREAS, the public officials of the Northwest Municipal Conference represent 38 local government bodies and a population in excess of 975,000 Hlinois residents; and WHEREAS, finding environmentally safe and cost effective methods of disposing of millions of tons of municipal solid waste a year is one of the most perplexing and critical problems facing local officials in Cook County and, increasingly, all of northeastern Illinois; and WHEREAS, this problem is particularly acute in north and northwest Cook County where two major disposal facilities serving Conference members have closed since 1983 and the last is scheduled to shut Its gates wi thin the next 18 months; and WHEREAS, these closures have led to dramatic increases in Conference area landfill disposal fees of over 65% since 1983; and WHEREAS, these increases are expected to result in an additional cost to the Village of Mount Prospect and its residents of $228,000 due to rising disposal and transportation costs; and WHEREAS, new disposal faciU ties must be developed as inaction wiH almost assuredly mean continued steep cost increases and service disruptions; and WHEREAS, of equal or greater concern to the Northwest Municipal Conference and the Village of Mount Prospect are the negative environmental consequences that improperly designed and operated or poorly controlled disposal facilities create; and WHEREAS, the Village of Mount Prospect recognizes that a cooperative effort of multiple jurisdictions can address the critical solid waste disposal problem in the most comprehensive, environmentally safe and cost effective manner; and WHEREAS, the Conference has developed a comprehensive solid waste management plan that meets these twin goals of environmental safety and cost effectiveness and the Village of Mount Prospect has actively participated in the development and implementation of that plan since at least 1982; and WHEREAS, in addition to meeting the near term disposal needs of north and northwest Cook County with the development of a new and safer municipal solid waste sanitary balefiH with greater community control, the short term balefill will also help to prepare for the future by using facility revenues to promote recycling and plan and save for resource recovery technologies. NOW, THEREFORE, BE iT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Village of Mount Prospect strongly supports the North- west Municipal Conference SaUd Waste Management Plan and the Conference's petition to Cook County for a Special Use, Planned Unit Development for a sanitary landfill balefill. SECTION TWO: That the Mayor and Board of Trustees of the Village of Mount Prospect urge the Cook County Zoning Board of Appeals and Cook County Board of Commissioners to approve the Conference's petition. SECTION THREE: That a certified copy of this Resolution will be sent to the Conference for presentation to the Cook County Zoning Board of Appeals as evidence of the Village of Mount Prospect's support of the Conference's petition. SECTION FOUR: That this Resolution shaH be in full force and effect from and after its passage and approval in the manner provided by law. Farley, Floros. Murauskis.
