HomeMy WebLinkAboutRes 14-87 04/08/1987 RESOLUTION NO. 14-87 A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND DONOHUE, HETHERINGTON & ASSOCIATES, INC. WHEREAS, the corporate authorities of the Village of Mount Prospect have determined to proceed with the construction of a new Public Works Facility to be located at Melas Park in Mount Prospect,; and WHEREAS, the corporate authorities of the Village of Mount Prospect have determined that it would be in the best interest of the Village to retain the firm of Donohue, Hetherington & Associates, Inc. to prepare the final engineering plans for the new Public Works Facility. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor is hereby authorized to sign and the Village Clerk authorized to attest her signature on the Agreement between the Village of Mount Prospect and Donohue, Hetherington & Associates, Inc. for the purpose of preparing and implementing the final engineering plans and other related matters in connection with the new Public Works Facility, which Agreement is attached hereto as Exhibit nA". Burghard Village Manager General Architectural/Engineering Agreement for the new Public Works Facility Dated September 26, 1986 ATTN: Dear Mr. Burghard: As a result of our November 11, 1986 meeting with the Village Board of Mount Prospect, we are pleased to submit this addendum for additional work to the subject agreement. This contract extension will enable us to continue to provide professional consulting services for the design development phase (outlined in the attached scope of services Exhibit B) and, with subsequent design approval by the Village Board moved forward into the construction document phase (outlined in the attached scope of services Exhibit C). Contract guidelines for this September 26 agreement. work will remain as stated in the Compensation for the services provided under this general engineering agreement will continue to be on a per diem basis. Compensation for the design development services (Exhibit B) shall not exceed $43,500.00. Compensation for the construction documents services (Exhibit C) shaJ.lnotexceed$139,OOO.. 00. Donohue will initiate the design development services immediately after receiving one signed copy of this agreement and estimate completion of this work to be eight weeks. Assist the Public Works Department in identifying possible further program and cost reduction opportunities. (It is imperative, for schedule purposes that these issues be resolved with Village approval prior to the end of the third week of the time frame.) A total of three meetings will be scheduled to finalize these cost reduction opportunities. Assist the Village in securing bids for soil borings on the selected site(s), and analyzing the results of same. Assist the Village in system. selecting the exterior building wall Prepare Design Development Drawings which will finalize in concept the size and character of the project, including final decisions on floor plan areas and arrangement, elevations, finishes, building and room heights, structural members, mechanical and electrical systems (including security, communications and lighting) and site plan for one selected site. . Assist the Village of Mount Prospect in site acquisition planning matters, including identification of utilities and ammenities with their associated cost. 6. Meet with the Department of Public Works every two weeks to review project progress, details and obtain decisions. Submit to the Village of Mount Prospect a Statement of Probable Construction Costs based upon current area, volume or other unit costs. 8. Identify and select all equipment to be included in the facility with division into three categories (Contractor furnished and installed, Owner furnished and Contractor installed, Owner furnished and installed). Prepare project data sheet, suitable for educational purposes for obtaining financing for construction. 9. 10. Present Design Development conclusions at a Public Meeting. to the Village Board EXHIBIT C-CONSTRUCTION DOCUMENTS SCOPE OF SERVICES The Architect/Engineer will: 1. Prepare Construction Documents (working drawings and specifications) based upon the previously described Design Development Phase. The Construction Documents will set forth in detail the requirements of the construction project as identified herein and shall be submitted to the Owner for his approval prior to bidding. 2. Review the applicable compliance requirements. and determine building codes 3. Consult with the Owner to review progress as mutually may be deemed necessary. 4. Assist the Owner in the preparation of the necessary bidding information, bidding forms, the Conditions of the agreement, and the form of Agreement between the Owner and the Contractor. 5. Advise the Owner of any adjust~ents to the previous statement of probable construction cost indicated by changes in requirements or general market conditions. 6. The basic professional services to be included in the construction documents include architectural, structural, heating, ventilation and air conditioning, plumbing, fire protection, lighting, and power. Drawings and specifications shall remain the property of the architect/Engineer whether the Project is executed or not. The Owner shall not use the Drawings and Specifications on other projects, additions to this Project, or for completion of the Project by others, except by agreement in writing from the Architect/Engineer. The Owner will receive a reproducible sepia set of drawings. 7.
