RESOLUTION NO.
20-87
A RESOLUTION REQUESTING TO CLOSE A STATE
ROADWAY IN ORDER TO CONDUCT A PARADE
WHEREAS, the Village of Mount Prospect desires to hold the annual
Independence Day Parade on a portion of Central road and Elmhurst
Road (Route 83) in the Village of Mount Prospect on Saturday July
4, 1 987 i and
WHEREAS, said parade will require closing Central Road entirely
between Northwest Highway and Busse Road; the curb lane of
westbound Central Road between Busse Road and Arthur Street; and
Elmhurst Road (Route 83) between Northwest Highway and Golf Road;
and
WHEREAS, the State of Illinois requires that the Village assume
all responsibility and liability involved in the closing of said
State roadways.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Village of Mount Prospect will assume
full responsibility for the direction, protection and regulation
of traffic during the time the detour is in effect, and all
liability for damages of any kind occasioned by the closing of
said State roadways.
SECTION TWO: That the Village of Mount Prospect will provide
for efficient all weather detour signs, to be maintained,
conspicuously marked and judiciously patrolled by the Police
Department for the benefit of traffic diverted from the
aforementioned State roadways.
SECTION THREE: That a map indicating the detour route is
attached hereto and hereby made a part hereof.
SECTION FOUR: That this Resolution shall be in full force and
effect from and after its passage and approval in the manner
provided by law.

This letter is your permission to close a State highway as
follows:
Central Road between Northwest Highway and Busse Road,
Central Road between Busse Road and Arthur Street, and
Elmhurst Road (Route 83) between Northwest Highway and
Golf Road on Saturday, July 4,1987, from 12:00 Noon to
3:30 P.M., for the purpose of holding the annual
Independence Day Parade.
In accordance with the statutes relating to the issuance
of a permit to a local agency for this purpose, the
resolution received with your request for this closure is
attached hereto and made a part of this permit.
The following special provisions shall be strictly ~dhered
to:
1.
All material and supplies required for barricades,
detour signs, etc., shall be provided by the local
governmental agency.
2.
Parking of vehicles shall be prohibited on the detour
streets to allow uninterrupted flow of two-way traffic.
3.
Barricades shall be erected at each end of the closed
section and adequately lighted to provide protection
for night time traffic.
4.
A flagmen or police officer shall be stationed at each
end of the closed section and at such other points as
may be necessary to assist in directing through
traffic around the detour.
5.
All debris shall be cleared away and disposed of by
the local authorities prior to the opening of the
State highway.
6.
If this permit is for a parade, an occasional break
shall be made in the procession at highway
intersections so traffic may pass through.
