JANONIS, VILLAGE MANAGER 1:> \.) tJ. ~ j \\ t \",\0'1 ~~ ?¡ f FROM: CHIEF OF POLICE SUBJECT: REQUEST TO PURCHASE PUBLIC SAFETY BUILDING VIDEO SURVEILLANCE SYSTEM DATE: NOVEMBER 4, 2004 Police Department Request The Police Department is requesting to purchase a digital video surveillance system from Closed Circuit Innovations, Inc. at a total cost not to exceed $35,000. Attached is an itemized quotation received from Closed Circuit Innovations, Inc. indicating the prices of equipment to be purchased and accompanying installation costs. Additionally, attached is information on three additional vendors contacted for quotations to provide thirty-one (31) color cameras and two (2) computer servers and one (1) flat screen monitor and installation. Discussion Video surveillance system technology currently available allows for the recording and storing of color video in a digital format. These systems utilize computer technology to display video images at a monitoring location while storing video data for future retrieval. Video data, which is maintained in a secure encrypted format, can be viewed at a latter date and placed onto various media for viewing. Images viewed and retained are of exceptional quality and can be maintained indefinitely. Personnel monitoring surveillance video have the flexibility to view specific locations, freeze or playback images as needed. Additionally, since the system is computer based, it may be incorporated into an existing computer network enabling user access to real time monitoring or playback of previously taken video. Computerized systems also allow for a high level of security to ensure the integrity and confidentiality of video by utilizing password protected access and data encryption. Currently the department utilizes an analog black & white video camera system for surveillance of key locations within and outside the Public Safety Building. The system's primary function is to assist desk personnel in monitoring the holding facility's booking room and prisoners held within the eight individual cells and holding pen. Additionally, the current system provides surveillance of entryways to secured portions of the building and ramp leading to the underground parking garage. The system, installed in 1993, uses fifteen cameras to provide this basic coverage. Page 1 of 3 MOUNT PROSPECT POLICE DEPARTMENT CHF 04-292 ~ FORMAL MEMORANDUM CONTROL NUMBER The current system provides poor video quality and does not allow video recording to document activity for future retrieval. The system does not provide coverage of the secured hallways between the booking room and cells or to the breathalyzer room located adjacent to the booking room. Personnel regularly use these areas while processing or moving prisoners from the booking area to a holding cell. Additionally the current system does not afford surveillance of key areas as the first floor lobby, records section reception area, front desk area or exterior parking area. The current system utilizes black & white monitors, which are prone to outages and have a replacement cost of approximately $400.00 each. By employing a digital surveillance system the department would realize numerous benefits to its operations. The department would maintain digital surveillance video data for a minimum period of thirty (30) days allowing staff the opportunity to retrieve video for investigative purposes, prisoner activity and training purposes. Additionally, video recordings may be used for management purposes whereby they can preclude, substantiate or unfound complaints about an officer's demeanor, activities or actions A digital video system would allow front desk personnel and staff the ability to display, store and review activity at any or combination of the 31 monitored locations. Conclusion & Recommendation In determining which system comes closest to meeting the needs of the department the following factors were evaluated: system pricing, camera selection, real time digital image display, image storage and security, ease of user interface, software licensing, custom and privacy feature settings, management control, warranty, serviceability and actual use by neighboring law enforcement agencies. Based on these factors it has been concluded that the Closed Circuit Innovations, Inc. system meets department needs. Closed Circuit Innovations is headquartered locally in Wooddale, Il1inois and caters primarily to law enforcement agency needs. As such system service is available twenty-four hours a day, seven days a week. Additionally, Closed Circuit Innovations equipment is used throughout the metropolitan Chicago area. A similar system was recently installed in the Arlington Heights Police Department facility where it has performed to the satisfaction of staff. In conclusion, based on system features, system service and price it is staffs recommendation to purchase the Closed Circuit Innovations, Inc. system. It is also requested that the bid process be waived to allow for this purchase.
