XI. IX. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD CONSENT AGENDA * All items listed with an asterisk are considered routine by the Village Board and will be enacted by one motion. There will be no separate discussion of those items unless a Board member, or resident from the audience, so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. OLD BUSINESS A. *2nd reading of AN ORDINANCE AMENDING CHAPTER 4 (APPOINTIVE VILLAGE OFFICERS) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance allows the Village Manager and the Village Board additional options for soliciting and approving bids. (Exhibit A) B. *2nd reading of AN ORDINANCE AMENDING CHAPTER 23 (OFFENSES AND MISCELLANEOUS REGULATIONS) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance establishes additional guidelines for organizations that solicit on public rights-of-way within the Village. (Exhibit B) NEW BUSINESS A. PZ-40-04, 102 S. William Street, Residence 1st reading of AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED AT 102 SOUTH WILLIAM STREET This ordinance allows the construction of an unenclosed porch, with a nine-foot (9') front yard setback encroachment. The Planning and Zoning Commission has recommended approval by a vote of 5-0. (Exhibit C) B. PZ-39-04, 1 E. Rand Road, CVS Pharmacy 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 1 EAST RAND ROAD This ordinance authorizes the installation of an electronic message board sign. The Planning and Zoning Commission voted 3-1, with one abstention, to deny the request; the petitioner is appealing that decision. (Exhibit D) C. * A RESOLUTION AUTHORIZING PAYMENT TO THE MOUNT PROSPECT PUBLIC LIBRARY UNDER THE TERMS OF A GROUND LEASE AGREEMENT This resolution authorizes the annual lease payment of $1.00 to the Mount Prospect Public Library for property used for the Municipal Parking Garage. (Exhibit E) XII. XIII. XIV. XV. VILLAGE MANAGER'S REPORT A. *Request to waive bid process and purchase video surveillance system for Public Safety Building ($34,925.00). B. Status Report ANY OTHER BUSINESS CLOSED SESSION LAND ACQUISITION 5 ILCS 120/2 (c) (5) - The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. PERSONNEL 5 ILCS 120/2 (c) (2) - Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes or employees.
