HomeMy WebLinkAbout08/26/2004 FC minutes FINANCE COMMISSION DRAFT MINUTES OF 'rHE MEETING AUGUST 26, 2004 PUBLIC WORKS BUILDING DRAFT 1. CALL TO ORDER The meeting was called to order at 7:00 p.rn. Those present included Chairman John Korn and Commissioners Charles Bennett, Vince Grochocinski, Ann Hull, Brian McPartlin (arrived at 7:15), Ann Smilanic and TomPekras. Also present were Deputy Director of Finance Carol Widmer and Finance Administrative Assistant Lisa Burkemper. Director of Finance David Erb was absent. II. ApPROV AL OF MINUTES Commissioner Tom Pekras motioned to approve the minutes of July 22, 2004. Commissioner Charles Bennett seconded the motion. Chairman John Korn stated he wanted to clarify an item that was left out of the minutes. Chairman Korn mentioned that following a discussion at the July 22, 2004 meeting there was a consensus among the commission members to allow Chairman Korn to make a presentation to the Mayor and Board regarding alternative revenue sources. Commissioner Tom Pekras then motioned to approve the minutes with the clarification. Commissioner Ann Smilanic seconded the motion and the minutes were accepted as clarified. III. A) MID-YEAR BUDGET REVIEW Deputy Director of Finance Carol Widmer began the review by stating that the 2004 adopted budget currently reflects a planned deficit of $362,116. Ms. Widmer further stated that the majority of the deficit is from a $270,000 transfer to cover debt service on the new Village Hall project and revenue shortfalls from the weak economy. Ms. Widmer highlighted several of the general fund revenues. Currently sales tax is estimated at about $372,431 under budget. Also currently under budget is the Telecommunication Tax which is showing a $153,413 variance. Ms. Widmer stated that 2004 was the first year the state is collecting the tax and there have been variances. Also lack of the wireless collection may be attributing to the lag. Also highlighted by Ms. Widmer was the $166,623 variance in the Public Works general fund expenditures. Ms. Widmer stated that this was solely due to the costs associated with the spring flooding of the Des Plaines River. Commissioner Charles Bennett asked if the village expected to receive federal or state funding to help offset the $166,623 spent of the Des Plaines River flood control. Deputy Director of Finance Carol Widmer stated that the village was not eligible for any funding. Deputy Director of Finance Carol Widmer also mentioned that legal expenditures under the Village Manager's Office budget were at 73% of the total budgeted as of June 30th. This is due to the fact that all three unions are currently in negotiations. Commissioner Charles Bennett asked why there was a savings in the 2005 forecast for IMRF pension contributions. Ms. Widmer stated that we projected 8-1/2% based on past performance and built the 8-1/2% in. However, when the actuarial computations came in the figure was only 7-1/2%. B) DISCUSSION ON COMBINED SEWER STUDY - TENTATIVE The discussion on the Combined Sewer Study was postponed until the fall. C) DISCUSSION ON STREET RESURFACING STUDY - TENTATIVE The discussion on the Street Resurfacing Study was postponed until the fall. IV. CHAIRMAN'S REpORT Chairman John Korn highlighted the topics discussed at the board meetings that have taken place recently. There was a brief discussion on the September meeting, since nothing is scheduled for the meeting the commission discussed possibly canceling the meeting. Commissioner Vince Grochocinski motioned to give Chairman John Korn the authority to cancel the September meeting if not needed. Commissioner Charles Bennett seconded the motion and the motion carried. V. FINANCE DIRECTOR'S REpORT There was nothing to report. V1. NEW BUSINESS There was nothing to report. VII. Next Meeting: September 23, 2004 Commissioner Charles Bennett motioned to adjourn which Commissioner Tom Pekras seconded.
