Winkler's Tree Service DISCUSSION The low bidder, Arbor Green Ltd, has performed satisfactorily on a holiday tree lighting contract for us in 2002 and 2003 (as sub-contractors of Planned Lighting). Additionally, they have satisfactorily worked on our stump removal contract in 2003 and 2004. On p. 289 of the 2004 Budget, $33,380.00 remains in Account #0016104-540962 for White Light Installation.
