Douglas Avenue, Residential nd 1. 2 reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE OF MOUNT PROSPECT (Exhibit A) The petitioner is requesting the rezoning of property from R-X (Single Family Residence-large lots) to R-1 (Single Family Residence-standard lots), to allow for resubdivision of the subject property. The Planning and Zoning Commission has recommended approval of the rezoning by a vote of 7-0. 2. A RESOLUTION APPROVING A FINAL PLAT OF RESUBDIVISION FOR PROPERTY LOCATED AT 531 SOUTH DOUGLAS AVENUE (Exhibit B) This resolution allows the subject property to be subdivided in three lots of record. The Planning and Zoning Commission has recommended approval by a vote of 7-0. XI.NEW BUSINESS st A. 1 reading of AN ORDINANCE AMENDING CHAPTER 17 (VEHICLE LICENSES) OF THE MOUNT PROSPECT VILLAGE CODE (Exhibit C) This ordinance amends the Code by eliminating the requirement for active military personnel to purchase vehicle stickers while stationed outside of the State. st B. 1 reading of AN ORDINANCE AMENDING CHAPTER 20 (ANIMALS) OF THE MOUNT PROSPECT VILLAGE CODE (Exhibit D) This ordinance redefines and establishes stronger regulations for dangerous animals. st C. 1 reading of AN ORDINANCE AMENDING CHAPTER 5 (BOARDS AND COMMISSIONS) OF THE VILLAGE CODE OF MOUNT PROSPECT (Exhibit E) This ordinance grants to the Sister Cities Commission the ability to solicit donations of money and, in kind, gifts in support of functions and events the Commission sponsors from time to time. D. A RESOLUTION APPROVING THE 2005-2009 CONSOLIDATED PLAN INCLUDING THE 2005 ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (Exhibit F) This resolution adopts official policies for the Community Development Block Grant (CDBG) Program and provides guidelines for the expenditure of funds for years 2005-2009. E. Safety Commission recommendations: st 1. 1 reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE (Exhibit G) The ordinance removes the one-way eastbound designation along Highland Street between Elm Street and Rand Road, and prohibits motorists crossing Rand Road from westbound Highland Avenue to westbound Highland Street. st 2. 1 reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE (Exhibit H) This ordinance restricts parking from 10:00 a.m. - 11:00 a.m. and 1:00 pm-2:00 p.m. on school days on the south side of Gregory Street from Dale Avenue to Evanston Avenue. st F. 1 reading of AN ORDINANCE AMENDING APPENDIX A-DIVISION II (FEES, RATES AND TAXES) OF THE MOUNT PROSPECT VILLAGE CODE (Exhibit I) This ordinance amends Section 8.1903 of Appendix A-Division II by deleting language which defines the municipal gas use tax rate change date. XII. VILLAGE MANAGER’S REPORT * A. Request for approval of revised purchasing and travel policies. * B. Acceptance of arbitrator’s award for Police contract, 2003-2007. * C. Request to approve contract with Public Works Union SEIU, Local 73. * D. Request to approve renewal of existing garbage contract for January 1-December 31, 2005. * E. Request for approval of Change Order to increase Streetscape Program funding for sidewalk and landscaping ($72,174.44). * F.
