FINAL BALANCING CHANGE ORDER
Village Staff is requesting approval to pay Albin Carlson & Company, contractor of the 2004 Bridge
Rehabilitation Project, $19,375.92 above the contract amount. The contract amount is $90,588.00 and the
final construction cost is $109,963.92.
Background
The See-Gwun Avenue Bridge was the only bridge included in this year's Bridge Rehabilitation Project.
The project included deck replacement, beam repair and channel stabilization. $175,000 was allocated in
the 2004 Village Budget and the same amount was included in an IDOT Resolution requesting Motor
Fuel Tax (MFT) funds for the project. The low bidder for the project was Albin Carlson & Company of
Melrose Park, Illinois. Their price was $90,588.00. The work began in April and the bridge was
reopened to traffic in June. Additional work below the bridge continued into July. Punch list items and
final paperwork were completed in August.
Construction
Decisions during the course of construction resulted in additional costs that are explained below.
During design of the project, the Village's consultant identified parts of concrete beams below the bridge
that were in need of repair. This inspection was done last winter. When construction began, the
contractor and Village's consultant re-evaluated the under side of the bridge and identified additional
areas above the contract amount that should be repaired so that the Village would not have to perform
further repairs in the near future.
In addition to performing more beam repair than what was anticipated, additional grouted rip-rap was
placed below the bridge above the contract amount to stabilize the stream bank and protect the abutment
walls. Staff was concerned that the small amount of rip-rap that was placed according to the plans may
not be sufficient. Again, this work was done so that additional work would not have to be done in the
near future.
Finally, the contractor removed sections of curb & gutter and sidewalk in need of repair adjacent to the
bridge that was not included in the scope of the project. While the bridge was being rehabilitated, the
See-Gwun A venue roadway was being resurfaced. To provide a long-lasting product, the bridge
contractor agreed to remove these bad sections. Once the bridge work was completed, the road contractor
replaced the curb & gutter and sidewalk without having to disturb the bridge and was able to do it at a
more favorable price than the bridge contractor.

With this additional work, we do not expect to perform significant repairs to the bridge for at least the
next 10-15 years. The final construction cost is within $2,000 of the engineer's original estimate for the
project and sufficient Village and MFT funds have been allocated for the work. Village Staff requests
approval for the additional cost due the contractor since the final cost is above the contract amount.
