HomeMy WebLinkAbout04/23/1996 COW minutes MINUTES COMMITTEE OF THE WHOLE APRIL 23, 1996 CALL TO ORDER Mayor Farley, called the meeting to order at 7 33 p m Present at the meeting were' Trustees George Clowes, T~mothy Corcoran, R~chard Hendricks, Paul Hoefert, Michaele Skowron and Irvana Wilks Also present were V~llage Manager Michael Janonls, Assistant V~llage Manager Dawd Strahl, Community Development Director William Cooney, Public Works Director Glen Andler and V~llage Engineer Jeff Wulbecker II .MINUTES ~ Minutes of April 9, 1996 Mobon made by Trustee VVilks and Seconded by Trustee ! Clowes to accept the M~nutes Trustee VVilks noted a ccrrect~on on page four of I the M~nutes the spelhng of a resident who spoke at the meeting correcting I' M~nutes were approved unammously with the rews~on t III CITIZENS TO BE HEARD i None I' IV SRA- GOLF ROAD Village Manager Michael Janonis ~ntroduced the topic by stating that IDOT has i coined the term, SRA, which stands for Strategic Regional Arterial They have targeted 40 roads throughout the metropolitan area to serve as relief roads for ! hm~ted access roads The Village has the d~stlnct~on of hawng three SRA routes running through the commumty. As people may recall, Route 83 is considered an i SRA route and IDOT has learned from the m~stakes they made in commumcabng w~th the residents and the V~llage ~n attempting to achieve consensus on that Route Therefore, ~nstead of the more desirable s~x lane cross section which ~s the standard IDOT footpnnt, they are approaching th~s d~scuss~on and other d~scusslons concerning SRA routes ~n a less heavy-han~ded manner Generally, the current configuration of Golf Road w~ll be maintained, therefore, there w~ll be no additional capacity contemplated at th~s t~me Once the d~scuss~on tomght ~s concluded, staff comments and V~llage Board comments w~ll be forwarded to IDOT and a future Public Heanng with IDOT representatives w~ll be scheduled to sohc~t additional input from ~t~zens Village Engineer Jeff Wulbecker prowded a general overview of the current configuration of the read He stated there are currently four 12 foot lanes w~th a 16 foot median He stated that left turn lanes are available throughout the section of the read which goes through Mount Prospect IDOT has proposed to ehm~nate some left turn lanes of which staff has not been supportive of such a proposal The overall impact Is s~gmflcantly less drastic than the Route 83 proposal The main d~fference between Golf Road and Route 83 ~s that there currently exists a left turn lane throughout Golf Road in the form of a median Therefore, the median would serve as left turn stacking w~thout addit~onal widening IDOT has proposed dual left turns at Route 83 and at Busse and a nght-in/nght-out at Edgewood Lane Also, they have proposed left turn lanes provided at median breaks IDOT additionally has proposed to align Country Lane to the shopping center entrance at the Market Place Another realign proposal is at Golfv~ew and Wilkens ~n Des Plames and a traffic light at School Street Mr. Janonis stated that the proposed reahgnments w~ll reequ~re property acquisition and have not received favorable endorsements from staff General d~scuss~on followed m whmh numerous Board members made general comments including the following ~tems A concern was raised about the raised median versus a painted median and the undes~mb~hty of a rumble stnp style median for left-turn lanes Many of the problems concerning the current median is due to a lack of maintenance and at least with painted medians, the maintenance would be much eas~er Board members also echoed the comments of staff and voiced their concerns about the realignments of the streets and the Impact on the residents In addition to the proposed ehm~nat~ons of access of a number of streets along Golf Road ~s a concem Mr. Janonis stated that staff w~ll ~ncerporate V~llage Board comments and forward those comments along w~th staff comments to IDOT ,n preparabon of a future Public Hearing sponsored by IDOT MANAGER'S REPORT Manager Janonis rem~nded V~llage Board members that Youth ~n Government Day is scheduled for April 30 and a number of activities are planned VI. ANY OTHER BUSINESS Trustee Clowes suggested the V~llage consider extending the Youth in Government Day mwtat~on to Jumor H~gh School students Trustee Wilks reminded the Board and residents that the Nabonal Day of Prayer ~s scheduled for May 4 w~th a Prayer Breakfast Trustee Hoefert followed up w~th a comment that arose out of Coffee with Council about speeding on North Elmhurst and the enforcement means ubhzed by Deerfield as an example to curb the speeding on this stretch of road Closed Session Motion made by Trustee VVilks and Seconded by Trustee Clowes to move into Closed Session at 8 51 p m On a roll call vote, w~th all members approved mowng ~nto Closed Session to discuss Personnel and Property Acquisition VII, ADJOURNMENT Moved back into open session at 9 33 p m No action arose out of the discussions from Closed Session The meeting was adjourned at 9 34 p m Respectfully submitted, DAVID STRAHL DS/rcc Assistant Village Manager
